Tiivistelmä
Examensarbetet behandlar Finlands bilbeskattning efter att Finland gick med i Europeiska Unionen år 1995. Bakgrunden till examensarbetet var de förändringar som bilskatten i Finland har genomgått och hur de har påverkat bilimporten. Syftet med examensarbetet var att ta reda på vilka dessa förändringar hade varit och utreda varför de hade skett. Forskningsfrågan löd: Hur hade bilimporten till Finland förändrats som ett resultat av bilskatten? Jag ställde också en underfråga till forskningsfrågan som redde ut vilka åsikter kring bilimport och bilbeskattning uppdragsgivarens kunder har.Bilskattelagen vi har idag i Finland är från år 1994. Lagen om bilskatt har alltså inte ändrats sedan dess. Bilskattens beräkningsgrunder har förändrats däremot. Den första förändringen kom år 2003 efter påtryckningar från Automobilförbundet i Finland och EG-domstolen. Den andra förändringen av bilskatten ägde rum 2008, som ett resultat av de miljökrav EU hade ställt på medlemsländerna. Bilskatten räknades då på bilens koldioxidutsläpp, för att gynna miljövänligare alternativ.Bilimporten till Finland var som störst år 2003, sedan dess har inte en likadan nivå kunnat uppnås. Bilhandeln är en mycket känslig bransch vad det gäller ekonomiska förändringar hos konsumenterna, i examensarbetet har finanskrisen 2008 och lågkonjunkturen på 1990-talet analyserats med synvinkel ur bilhandelns perspektiv. Uppdragsgivaren för examensarbetet var företaget Ab Häggblom & Löfs Oy, företagets verksamhet är både byggnadsarbeten och bilhandel. Bilhandeln har varit en del av företagets verksamhet ända sedan 1989 och när bilimporten blev aktuell efter Finlands EU-medelmskap hörde Häggblom & Löfs till de företag som satsade på marknaden för begagnade importerade bilar från Tyskland.Resultaten av den kvalitativa intervju som utfördes visade att respondenterna som hade köpt importerade bilar hade gjort det bl.a. för att priset var förmånligare och för att det fanns ett bredare urval av bra utrustade bilar i Tyskland. The thesis deals with the Finnish car taxation after Finland joined the European Union in 1995. The background to the thesis is the changes car taxation in Finland has experienced and how they have influenced imports of cars. Car import in the thesis means cars imported to Finland from another EU-country. The purpose of this study is to ascertain what these changes have been and investigate why they have occurred. The research question is: How have the car imports to Finland changed as a result of the car taxations? There is also a sub question to the research question, which sorts out the views on car imports and car taxation the supervisor’s customers have.The car taxation law we have in Finland today is from year 1994. The law on car tax has not changed since then. Car tax calculation methods have changed, however. The first change came in 2003 after pressure from the Automobile Association in Finland and the ED-court. The second change in car taxation took place in 2008, as a result of the environmental goals the EU has set for the member countries. Car is since then calculated on the car's carbon emissions, to promote environmentally friendly alternatives.Car imports to Finland peaked in 2003, since then a similar level has not been achieved. Motor vehicle sales is a highly sensitive business in terms of economic change among consumers, the thesis analyzes the financial crisis in 2008 and the recession in the 1990s from the car business perspective. Ab Häggblom & Löfs Oy is the supervising company for the thesis, the company is dealing with both constructing works and car trade. The car trade became a part of the company in 1989 and when the car imports from other EU-countries became up to date after Finland’s EU-membership 1995, Häggblom & Löfs Ab decided to start trading with imported used cars from Germany. The results of the qualitative interviews conducted in the thesis shows that the interviwees who have bought imported cars have done it because of a more favorable price and the fact that there is a wider choice of well-equipped cars in Germany.
