Syftet med detta examensarbete är att bilda en uppfattning om kollektivtrafikens utveckling på basis av historisk data och statistik, erfarenheter och intervjuer samt att sedan analysera resultatet och på basis av detta komma fram till i vilken riktning utvecklingen kommer att gå i framtiden. Examensarbetet ska också fungera som grund för framtida arbeten inom området samt väcka diskussionen om behovet av flera forskningar inom området. Jag kommer att använda mig av en kombination av kvantitativa och kvalitativa forskningsmetoder. All kollektivtrafik i Finland baserar sig på ikraftvarande lagstiftning samt EU-förordningar och dessa beaktas genom hela arbetet. Problemet idag är att persontransporter och kollektivtrafik som ämnen blir i skymundan av godstransporter. Trots detta är kollektivtrafiken mycket kostnadskrävande för staten och en förändring bör ske för att kunna garantera en tillräckligt god servicenivå samt en hållbar utveckling. I detta arbete används Sibbo kommun som fallstudie. Jag kommer att redogöra för bakgrunden bakom de inblandade parterna, dvs. Sibbo kommun, Helsingfors-regionens Trafikverk och Närings-, trafik- och miljöcentralen. Jag analyserar kostnadsutvecklingen med hjälp av information från de behöriga myndigheterna samt intervjuar personer relevanta för ämnet. Även Sjundeå kommuns lösning kommer att undersökas och reflekteras över. Resultatet är oroväckande speciellt med tanke på kollektivtrafiken i glesbygden. Kostnaderna har ökat markant de senaste åren samtidigt som intäkterna sjunkit. För att klara av ordnandet av kollektivtrafiken på glesbygden i framtiden krävs drastiska åtgärder och innovativt tänkande där Sjundeå kommuns modell och anropsstyrd kollektivtrafik kunde vara fungerande lösningar. The purpose of this thesis is to form a perception of the development of public transportation on the basis of historic data, statistics, experiences, observations and inteviews and to analyze the results and on the basis of this conclude in which direction the development will go in the future. This thesis will also work as a base for future projects in the subject. I will be using a combination of research methods including both qualitative and quantitative methods. All public transportation in Finland is based on prevailing legislation as well as EU regulations, which are concidered throughout the thesis. The problem of today is that transportation of people and public transportation is being neglected by the transportation of freight. Inspite of this, public transportation is very costly for the government and a change is needed for a service guaranteed of a high enogugh standard, as well as a sutainable development. In this Thesis the municipality of Sipoo is used as a case study. I will account for the backround of the parties involved, which are the municipality of Sipoo, HSL and ELY-keskus. I will analyze the development of costs with the help of information from the authorities concerned, and interview the people relevant to the subject. The solution of the municipality of Siuntio will also be analyxed and reflected on. The results are alarming, especially regarding the public transportation of the rural areas. The expences have been rising markedly during the past years, while the revenues have decreased. Drastic actions and innovative thinking, such as the Siuntio-model and demand-responsive public transportation, is a must if we want to to guarantee the possibility of being able to provide public transportation in the rural areas in the future.
