This thesis examines the state of competence management in client’s organization. The aim was to create a comprehensive picture of the baseline of competence management in the organization. The mapping of these bases is to contribute to the development of competence management. This thesis examines the theory of competence and competence management in the literature review, which acted as the basis for the analysis of the interview. The interview was conducted as semi-structured interview. Ten people were interviewed for the study, six from the expert level, two middle managers and two from the operational management team. The advantage of a semi-structured interview in this study can be found in its suitability for the research topic, which all the interviewees are not used to discus daily. Compared to unstructured interview the advantage is that the amount of collected data is more reasonable. As the key areas for development, the study defined clarifying the role of competence management and activities related to implementing strategy and critical competencies. One of the main strengths of the organization was found in the prevailing atmosphere of competence management, which was responding very well for the individual’s willingness to learn. Overall, the study managed to map the state of competence management in relation to the state of generally prevailing theory, the basis of which was also potential for further research....

The purpose of this thesis was to make a lean management modeling to the Valio Ltd Joensuu Plant. The subject was approached by doing the current state description of the management team of the existing organization. The description of the current state of the organization took into account the information flow, as well as the management team’s role descriptions. Information flows were mapped using theme interviews by interviewing the management team. In addition, workload levels were calculated on the basis of nine weeks from the management team. The current state descriptions of the roles’ workload levels were very high with one exception and more than 100 per cent workloads were found. The role descriptions were relatively up-to date, but part of the descriptions had some missing tasks. These role descriptions would be good to go through by the value stream mapping and make the information flow through cohesive entities. This thesis is presented in three different management models, shown in an organization chart. These models have considered streamlined information flow. In addition, the use of lean tools to use as a management tool was also dealt with in this thesis....

Public procurements are strictly regulated by law and different national instructions. The purpose on the regulations is to ensure equal treatment of companies during the procurement. This study examines the differences in the procurement methods, which are defined in the law of public procurements, and how different procurement methods apply to the acquisition of a wide information system. The goal of the study was to find out which procurement method is the most agile. The study tries to solve how to use traditional and agile system requirement specification methods to define the information system that is under procurement. Furthermore, the differences between the traditional and agile system requirement specification methods were studied in this thesis. The empirical part of study is the case study, which deals with the system requirement specification of the emergency response information system, and the procurement of the system. Thesis was carried out as a development study for the strategic purchasing organization of the company. Despite of the changes in company’s business operations, the purchasing organization has remained unchanged recent years. The primary goal was to create a more proactive organization model for the strategic purchasing, which takes more effectively into account the demands of the company’s business operations and enhanced to use internal and external resources. The development study proceeded according to the approach of action research, where used qualitative data collection methods. The theoretical basis was formed by studying both domestic and foreign professional literature. Survey research, benchmarking and interviews were the methods used in the research. As a result of the thesis was created a new strategic purchasing organization model, which takes into account the changed requirements of the business operations and meets the requirements of the modern characteristics of strategic purchasing. The strategic purchasing organization was divided into two sections, Sourcing-department and Supplier Quality -department. The topic of this thesis was to study the present state of environmental business activity in Central Karelia, to find out the views of the future and point out the development and skills needs in Central Karelia. In this thesis alternative scenarios for environmental business were studied from the perspective of Central Karelia region and a vision was made for the environmental business activity. To execute this vision, an action plan was made for year 2020. This totality constituted the road map of environmental business activity. The research methods used in this work were literary research, interviewing of experts and a future workshop. In addition to interviews, a SWOT analysis was made, which helped to form an image of Central Karelia region’s state of environmental business activity and signals were got from future perspectives. The perspective was studied by forecasts and expected change factors of environmental business area. Environmental scenarios, which were made in Ympäristöosaajat 2025 anticipation project, were used as background material in the workshop. The outcome of the project was a vision for Central Karelia region: environmental know-how as an attraction of Central Karelia region and the road map for the future. In the road map for the environmental business activity, actions have been described how to implement the vision. The central action in the vision is to build a green growth program. The program includes development projects of different actors. The most important thing in implementing the vision is that all the actors engage in the actions and necessary resources....

Työssäoppimisen johtamisen kehittäminen ammattiopisto Kiteellä

Työelämän tutkimuksellisen kehittämistehtävän aiheena oli ammatillisen koulutuksen työssäoppimisen johtamisen kehittäminen ammattiopisto Kiteellä. Erityisesti tekniikan ja liikenteen koulutusalojen työssäoppimisen johtamista haluttiin kehittää yhdenmukaisemmaksi ja suunnitelmallisemmaksi. Ammattiopisto Kitee on osa Pohjois-Karjalan koulutuskuntayhtymää. Työssäoppimisen johtamisen kehittämisellä pyritään vastaamaan koulutuksen järjestäjän kehittämisasiakirjassa esitettyihin työssäoppimiseen kohdistuviin tavoitteisiin. Kehittämisasiakirjan mukaan työssäoppimisen määrää lisätään strategiakauden aikana vähintään 30 opintoviikkoon. Ammatilliseen koulutukseen kohdistuviin laajeneviin tavoitteisiin pyritään vastaamaan suunnitelmallisuutta ja johtamista kehittämällä.
Kehittämistehtävän tutkimusmenetelmänä käytettiin laadullista tutkimusta. Toimintatutkimuksessa tavoitteena oli kehittää työssäoppimisen johtamista siten, että organisaation toiminta kehittyy halutulla tavalla. Tutkimuksessa käytettiin Pohjois-Karjalan koulutuskuntayhtymän työssäoppimista ohjaavaa kirjallista materiaalia, perehdyttiin ammatillisen koulutuksen työssäoppimista käsittelevään lainsäädäntöön sekä kirjallisuuteen ja julkaisuihin. Haastatteluja tehtiin työssäoppimisen järjestämisen eri osapuolille ammattiopisto Kiteellä sekä työssäoppimispaikoilla. Työssäoppimisen johtamisen menettelyjä vertailtiin eri tutkinnoissa sekä tutkittiin työssäoppisen suunnitelmia eri lähteistä. Työssäoppimisen johtamisen kehittämisessä korostuvat dokumentoinnin ja viestinnän kehittäminen tekniikan koulutusaloilla....

The goal consists of working models to enhance internal communication and strengthen organizational culture so that the employees could work more efficiently as a social group. Research consisted of interviews which aimed to create a picture of current internal communication practices and models in client organization. Interviewed people were chosen randomly throughout current organization structure and the interviews were kept very open to retrieve as much of silent information as possible. Using literature and interview material, development plans were made. This was accomplished by collecting central development areas from interviews and creating both cultural and structural development plans from this material. Practical implementation of these development plans were left to the organization and involving employees to get better level of commitment to changes is recommended. Some of suggested areas of development have already started different development processes in client organization. This suggests that that data retrieval and selected areas of development were chosen correctly and approved by the client organization....

Rescue Acts (397/2011) demands for the competence of emergency services officer in charge have caused a need for change in the officers emergency duty system. Rescue Act 34§ says distinctly that rescue authority leads emergency operations. Other rescue departments’ employee or contractor fireman can also be in charge of emergency operation before competent rescue authority takes the lead of emergen-cy operations. The purpose of officers emergency duty system is to ensure round the clock professional management in tasks where rescue platoons or bigger rescue units are needed in the area of Jokilaakso rescue department. The basis of planning the officers standby system has been that it fills the demands of national rescue services preparedness planning instructions as well as possible. In doing so, the staff required by the rescue company can also be formed from our area and also partly rescue company’s platoons management. There are many different choices to implement the officers emergency duty system. The system has already changed four times since 2004. The opinions about the possible prospective officers emergency duty system were gathered by conducting an email inquiry directed to officers doing the emergency duty and with theme interviews.
