The objective of the thesis was to present perspectives on the implementation related to the general law implementation process. The thesis also aims to illustrate, by various means, enforcement measures in line with good governance, such as legislation supported by communication and education. The thesis examines the current national legislation and the implementation process. The main theme from the perspective of the law enforcer is how the preparation of legislation and the new norms should be communicated. Qualitative and quantitative research methods have been used during the thesis process. The paper also presents various pieces of legislation defining minimum requirements, which impose obligations on to the legislator. The aim of the thesis is to illustrate with examples what level communication should be at, so that it does not remain unclear to the person applying the law how it should be applied. The theoretical frame of reference for the thesis was source material describing literature, which focused on; research methods and communication, legislation, legislative drafting documents and the national legislative process. As a research question, the realization of the rights of the actors in question from the ethical point of view has been considered from the perspective of the legislator, the applicator, or the user. On the other hand, efforts have been made to clarify the transparency of the public administration function and from the law enforcement point of view, the right of access to information, in particular without requesting it. The result of the thesis can be seen as concrete proposals for solutions on how the proper implementation of the legislative process could be implemented better from the perspective of the legislator. In summary, different ways in which the enforcement processes communicate the implications of legislative changes or new laws for practical application have been identified. The research group of the thesis consisted of the persons who took part in the educational sessions of the implementation of the Information Management Act. As a result, the results cannot be generalized. Thus, all legal reforms or new laws do not necessarily require a similar concentration of resources in executing the implementation thoroughly. More detailed research results would require more extensive research on the implementation of laws that represent different sectors of legalization....
