One of the most significant constraints on public organizations is the economy. Public organizations are under pressure to save money, but at the same time the number of tasks of municipalities is growing. The aim is to produce as much good as possible with the least possible resources. Financial control is part of the management system of a municipal organization and refers to the measures that are taken to achieve financial goals. The topic of the thesis was the development of incentive financial control systems in the city of Järvenpää. The topic of the thesis is based on the strategy of the city of Järvenpää, one aspect of which is incentive financial control. The purpose was to find answers on how to increase the financial awareness and competence of the units and how to make financial Information easily accessible. The aim was to provide recommendations for measures to improve financial control systems on the basis of the study. Action research was used as the research approach. It was essential to produce new information and to try to influence changes in operating methods. The study also had features of a case study as it aimed to generate development ideas and suggestions. Both qualitative and quantitative research methods were used in the study. Thematic interviews were used as a qualitative method and a survey was used as a quantative method. The result of the study was a survey, which can also be utilized in the future, and recommendations for action. With regard to financial awareness and competence, the recommended measure is the implementation of a learning plan, new orientation material and new training. With regard to easy access to financial information, the recommendations are to improve the financial systems and reports available....

The purpose of this thesis is to identify the basis of employee-driven strategic foresight and futures design and to examine how employee participation can be developed and what can be achieved with it. The first objective of the thesis is to increase futures preparedness and fitness in the case study organization Live Foundation. This is pursued by strengthening employee futures consciousness, a component of strategic foresight and futures design functions. The broader objective of the thesis is to support many different organizations to develop employee participation in strategic foresight and futures design, resulting in increased futures preparedness and fitness. The theoretical framework of employee-driven strategic foresight and futures design consists of three dimensions. The combination of foresight and design is considered fundamental to the approach of actively designing the futures. Supporting participation is the meaningful and encompassing theme of the thesis. Organizational futures preparedness and fitness builds on developing capabilities and strategic action, and having suitable frameworks, processes and measuring tools for planning, developing and assessing the whole. The thesis is a case study with various methods. In the first part of the case study, Live Foundation’s pilot project on employee-driven strategic foresight and futures design was researched and developed. The writer of this thesis took part in facilitating and designing the pilot project. The research and development methods were a two-part half-structured interview, a survey combining quantitative and qualitative research, participant observation, design, and foresight methods. The second part of the case study was benchmarking the best practice of employee-driven strategic foresight and futures design of eight organizations. The methods used were half-structured interview and benchmarking analysis. The study showed that systematic participatory foresight and design is positively connected especially to organizational innovation capacity. Diverse futures images benefit both participants and the organization that gains systemic understanding of the operating environment. Applying the produced knowledge and gained understanding in organizational decision making, design and daily management and development was also found crucial. Strategic foresight and futures design should be managed from strategy, the action should be scheduled, and responsibilities assigned. Two developing tools were designed based on the findings and the conclusions of the study. The first tool is the operating model LiveCoFutures, a recommendation supporting the developing of employee-driven strategic foresight and futures design in Live Foundation. The second tool is the Co-Sight model canvas, that supports development and execution of employee-driven strategic foresight and futures design in various organizations. The two models support identifying the areas of operation and help to develop the functions and capabilities needed. The Co-Sight model canvas can be brought into use free of charge in Canva-creation tool (link in thesis). Further research could for example be conducted in developing broader stakeholder participation and attaching the activity to the Co-Sight model....
