ASIAKASLÄHTÖINEN TYÖOTE PITKÄAIKAISTYÖTTÖMÄN OHJAUKSESSA

Abstract

Tämä opinnäytetyö on laadullinen tutkimus pitkäaikaistyöttömän asemasta TE- hallinnon ja kolmannen sektorin työllistämistoiminnan toimintaympäristössä. Tavoitteena oli selvittää asiakaslähtöisyyden periaatteen toteutumista asiakas-työssä ja kolmannen sektorin työllistämistoiminnan mahdollisuuksia omilla re-sursseillaan tukea työllistetyn polkua kohti avoimia työmarkkinoita.

Tutkimuksessa tuodaan julki sekä pitkäaikaistyöttömien, TE-toimiston asiantuntijoiden että kolmannen sektorin työllistämistoiminnan parissa työskentelevien työntekijöiden näkemyksiä pitkäaikaistyöttömän kohtaamisesta, tarjolla olevien palvelujen ja - asiakastyön laadusta ja merkityksellisyydestä.

Tutkimus on kvalitatiivinen tutkimus, jossa aineistoa kerättiin sekä pitkäaikais-työttömiä, kolmannen sektorin työllistämistoimijoita että TE-toimiston asiantunti-joita haastattelemalla. Haastattelut toteutettiin henkilökohtaisesti ja sähköpostit-se lähetetyillä kyselylomakkeilla.

Opinnäytetyössä esitelty teoriaosuus käsittelee kyselyjen perusteella esiin tulleita, haastateltavien mielestä oleellisimpia aiheita työllistämistoiminnan toteuttamiseksi laadukkaasti. Tutkimuksen tulokset kertovat selkeästi pitkäaikaistyöttömän tukena olevien rakenteiden toimimattomuudesta ja eri yksiköiden omien tavoitteiden asettamisesta asiakaslähtöisen työotteen edelle. Sosiaalityössä vaadittavan kompetenssin puutteet sekä työllistämisprosessin yksilöllisyyttä karttava järjestelmä eivät tutkimuksen mukaan luo hedelmällistä maaperää pitkäaikaistyöttömien parissa tehtävään asiakastyöhön.

This thesis is a qualitative study on the status of the long-term unemployed in the activity environment of the TE-administration and the third sector. The goal is to find out the realisation of the principle of customer-friendliness in customer service. There is also a meaning to find out the existing resources of the third sector to support the employees toward the open labour market.

The study will express the points of view of the long-term unemployed, TE-office experts and the employees working in the environment of the third sector on meeting the long-term unemployed. The challenges on services as well as on the quality and relevance of customer service have also been brought up in this purpose.

The study is a qualitative study and the data has been collected by interviewing the people employed in the third sector with pay subsidy, the employees working in the operational environment of the third sector employment and the TE-office experts. The interviews were carried out in person and with questionnaires sent by e-mail. The theoretical framework of the study deals with important themes emerged on the basis of the interviews.

The results of the study clearly state that the structures supporting the long-term unemployed are unworkable. In addition, different units put their own goals before customer-friendly work. The lack of competence required in social work, do not create a fertile ground to the customer service. Among the long-term unemployed also the system is shunning the individuality of the employment process.
