Henkilökohtaisen mikrokameran soveltuvuus järjestyspoliisitoimintaan

Abstract

Tämä työelämälähtöinen opinnäytetyö sai alkusysäyksen edellisen, jo eläkkeelle jääneen, po-liisiylijohtaja Mikko Paateron Turun Sanomiin annetusta haastattelusta. Paatero haluaisi myös Suomen poliisille univormuihin kiinnitettävät tallentavat mikrokamerat. Tämän työn tavoite on saattaa poliisihallinnon tietoon mikrokameran hyviä ja huonoja puolia, haasteita ja mielipiteitä mahdolliselta tulevalta käyttäjäkunnalta. Aihepiiri on Suomessa uusi ja koekäyttöä on suunniteltu, viimeisimmän tiedon mukaan alkuvuoteen 2016. Mikrokamerat, ammatillisesti kutsutut haalarikamerat, ovat olleet arkipäivää Yhdysvalloissa. Käyttö on laajentunut Englantiin ja laajenee mahdollisesti ensi vuoden alusta myös tänne omaan kotimaahamme. Tämän hetken tiedon mukaan Helsingin poliisilaitos on saanut Poliisihallitukselta luvan aloittaa mikrokamerakokeilun. Yhteiskunnastamme voidaan hyvällä syyllä puhua tietoyhteiskunnasta. Puhelin on muuttunut mediatietokoneeksi ja sellainen löytyy miltei jokaiselta nuoresta aikuiseen. Internetiin ladataan kuvia ja videoita poliisitehtäviltä. Poliisin on myös seurattava aikaa ja otettava osaa tie-toyhteiskuntaan. Videokuvaaminen poliisin toimesta aiheuttaa haasteita sekä teknisesti, että laillisuuden kannalta. Tämän hetkinen lainsäädäntö ei tue mikrokameran käyttöönottoa. Polii-sitoiminta perustuu normeihin ja tällaista normistoa ei vielä löydy. Tasapuolisuus ja oikeu-denmukaisuus tukevat mikrokameran käyttöä, kyseessä on sekä asiakkaan että poliisimiehen oikeussuoja. Tämän työn olennainen osa on järjestyspoliisin työtä tekeville poliiseille kohdennettu kysely, jolla haluttiin selvittää poliisien suhtautumista mahdolliseen mikrokameraan. Kyselyn perusteella mikrokameran käytölle löytyy sekä kannattajansa, että vastustajansa. Kokonaisarvosteluna käyttö voisi ainakin alkuun perustua vapaaehtoisuuteen. Myöhemmässä vaiheessa käyttäjäkokemusten kautta voi tehdä uuden arvioinnin käytön mahdollisesta laajentamisesta tai jopa lopettamisesta.

This work-based thesis got the primary start from newspaper Turun Sanomat, which had an interview from our former National Police Commissioner Mikko Paatero. Paatero said in the interview that he would also like the Finnish police to wear body cameras. The aim for this thesis is to provide the National Police Board with knowledge about the advantages and disadvantages, challenges and opinions about body cameras from the future users. This topic is new in Finland and the test run has been planned for the beginning of the year 2016. Micro cameras, professionally called body cameras, have been part of everyday life in the United States. The use has expanded to England and will possibly enlarge also to Finland next year. According to recent information, the National Police Board has been given the permission to begin testing body cameras at the city police department of Helsinki. There are obviously good reasons for calling our society as an information society. Telephone has become as a media computer and you can find it almost from everyone from the young to adults. Pictures and videos are loaded on the Internet from the police tasks. The police must also keep up with the times and take part in the information society. The videos made by the police cause challenges technically, but also legally. The current legislation does not support the introduction of a micro camera. Police operations are based on standards and norms and concerning micro cameras such does not yet exist. Equity and equality support the use of micro camera, it is both the clients’ and the policemen’s legal protection. The essential part of this work is an inquiry focused on the police which do the patrolman's work. The aim was to study the attitude of the police to the possible micro camera. Based on the survey, it can be said that some of the policemen were in favor of the use of a micro camera, and some were against it. As a conclusion, the use could be based at least at the beginning on the voluntariness. In the later stage, through user experience, a new evaluation of the use of micro cameras could be made.
