NCC Roads Oy:n turvallisuusprosessien ja – seurannan implementointi johdon työkaluksi

Abstract

Opinnäytetyön tavoitteena oli saada aikaan riittävän yksityiskohtainen suunnitelma NCC Roads Oy:n uuden toimintajärjestelmän turvallisuusprosessien ja uuden turvallisuusseurantatyökalun käyttöönoton tueksi. Tärkeimpänä tavoitteena oli miettiä tehokas tapa sitouttaa ja kouluttaa yrityksen johto seuraamaan uusia mittareita sekä ottamaan ne työkaluksi korjaavia toimenpiteitä ja toiminnan jatkuvaa parantamista varten.

Opinnäytetyön pohjaksi kartoitettiin nykytilanteen toimintatavat, selvitettiin yrityksen toiveet projektin ohjausryhmän ja yrityksen johdon haastatteluin sekä perehdyttiin uusien järjestelmien ja toimintatapojen mahdollisuuksiin ja rajoituksiin.

Tehokkaimmiksi toimintatavoiksi turvallisuusprosessien ja -seurannan implementointiin koko konsernitasolla nähtiin riittävä panostaminen alueiden ja linjajohdon henkilökohtaiseen sitouttamiseen ja kouluttamiseen. Ongelmana uuden toimintatavan käyttöönottamisessa havaittiin useiden projektien samanaikainen implementointi, vähäiset resurssit sekä motivointi uudenlaiseen toimintamalliin.

Huolimatta viestinnän tärkeydestä muutosjohtamisessa todettiin, että viestinnän määrän ollessa suuri ei yksittäisellä projektiviestinnällä saavuteta haluttua tavoitetta, vaan viestinnän sijaan on keskityttävä sekä avainhenkilöiden että muutosagenttien johtamiseen, sitouttamiseen ja motivointiin muutosjohtamisen neuvottelumenettelyin.

The purpose of this thesis was to provide a detailed plan for NCC Roads Oy to implement the new operating system, the new safety processes and the new system to follow the safety level of the company. The most important thing was to find an effective way to engage the company's management to a new safety management system.

The approach to the thesis was through interviews of the company management and project steering group. The possibilities and the restrictions of the new operating system were also investigated.

Investing in the line management education in a personal level was found to be the most effective way to implement the safety processes and follow-up throughout the group level. The problem with implementing the new operating system was the simultaneous implementation of a number of projects, limited resources and motivation to a new kind of way to work.

Despite the importance of communications in change management it was concluded that when the amount of communication is high, a single project communication does not achieve the desired results. Instead of communications the company should focus on managing the key personnel and the change agents, their commitment and motivation.
