Sisäisen talousraportoinnin kehittäminen

Abstract

Kehittämistehtävä tehtiin Helsingin yliopiston keskushallinnon toimialajohtajille. Kehittämistehtävän tavoitteena oli tehdä raporttimalli, joka auttaa toimialajohtajaa päätöksenteossa. Toisena tavoitteena oli kehittää toimintamalli raporttien tuottamiseen. Kehittämistehtävä oli toimintatutkimus, jossa käytettiin pääosin laadullisia menetelmiä sekä mittareita.

Kehittämistehtävän viitekehykseksi valikoitui talousjohtaminen, johdon talousraportointi ja palvelumuotoilu. Talousjohtaminen ja johdon talousraportointi olivat merkittävä osa kehittämiskohdetta. Palvelumuotoilu antoi keinon kehittää talousraportointia käyttäjälähtöiseksi.

Kehittämistehtävän toteutus aloitettiin keväällä 2015. Haastattelut suoritettiin helmi-maaliskuussa ja mallit otettiin toimialalla käyttöön kesäkuussa. Mallit olivat toimialalla pilottina ja pilottivaihe päättyi vuoden 2015 lopussa.

Mallien kehittämistyö onnistui hyvin. Tavoite saavutettiin hankkeessa ja raporttimalli jäi toimialan käyttöön. Toimialajohtajan mielestä raporttimalli auttoi häntä päätöksenteossa ja raporttimallista oli hyötyä toimialan johtoryhmälle. Myös suunnitteluryhmä arvioi, että mallista oli heille hyötyä.

The present master’s thesis was made for University of Helsinki Central Administration. The goal of this study was to develop an economic report which helps the directors of sector in their work. Another goal was to design an operations model for economic reporting.

The research method selected was action research. Mainly qualitative research methods and indicators were used. The theoretical part of this thesis was based on economic leading, management economic reporting and service design.

The implementation of the development project was started in the spring of 2015. The survey interviews were held between February and March and the productisation process was launched in June. In this development project, the productisation process ended in the end of 2015.

The goals of this study were achieved in the project and the economic report is in use at one sector. The director of sector benefitted from the model and it helped in making decisions. In addition, the supervisor of the secretary team estimated that the model had helped the team who produced a part of economic reporting in the Central Administration.

Based on the development project, it can be said that it is very important to develop economic reporting for the users not for the economic systems. It is important to identify the users needs and make economic reports readable and suitable for them.
