Kiinteistötoimitusmaksu-uudistuksen vaikutus lohkomisiin

Abstract

Tämän opinnäytetyön tavoitteena on selvittää, miten vuonna 2014 voimaan tullut kiinteistötoimitusmaksun maksu-uudistus on vaikuttanut lohkomisten hinnanmuodostukseen ja työmäärään.

Työssä arvioidaan maksu-uudistuksen hintavaikutusta vertaamalla lohkomis-toimitusten hintoja ennen maksu-uudistusta ja sen jälkeen. Tutkimusaineistona käytettiin kiinteistötoimitusmaksuhinnastoja sekä toteutettuja lohkomisia aikavälillä 6.6. – 8.9.2013 (30 kpl) ja 9.6. – 16.9.2014 (30 kpl). Vanhan hinnaston mukaiset toimitukset muutettiin vastaamaan uuden hinnaston hintoja. Uusimpien toimitusten pöytäkirjoista tutkittiin toimenpiteet, joiden perusteella voitiin laskea kiinteistötoimituksen hinta vastaamaan vanhan hinnaston hintoja.

Työssä selvitettiin Maanmittauslaitoksen toimitusinsinöörien näkemyksiä heidän työmääränsä muuttumisesta ja hintauudistuksen onnistumisesta lohkomisissa. Tiedot kerättiin kyselytutkimuksella Google Drive -palvelun avulla.

Kyselytutkimuksen perusteella kiinteistötoimitusmaksun maksu-uudistus on vaikuttanut vain vähän toimitusinsinöörien työmäärään. Tosin laskun ositukseen käytetty aika on poistunut, kun toimituksen hinnan näkee suoraan taulukosta. Siten kokouspöytäkirjan kirjoittaminen on helpottunut.

The purpose of this thesis was to study the effect of the reform in the cadastral surveys fees by comparing the subdivision procedure prices before and after the payment reform. The cadastral survey payment fees and the implemented parcelling outs from 6 June until 8 September 2013 (30 pcs) and from 9 June until 16 September 2014 (30 pcs) were used as a research material.

The cadastral procedures according to the old tariff were changed to reflect the new price list prices. The methods to calculate the basis of the survey of the real estate price to match the old price list prices were investigated from to the latest survey records. The thesis explains the views of land surveyors of the National Land Survey about the change of their workload and the success of the parcelling out related fee reform. The data was collected with an inquiry provided by the Google Drive service.

On the basis of a survey the cadastral survey fee price reform has only a minor impact on the land surveyors’ workload. However, the time spent on the bill of strafication has disappeared, because the survey rate is visible directly from the table. Thus, writing of the meeting minutes has become easier.
