Nuoria osallistamassa : Kehittämisehdotuksia Laitilan kaupungin nuorisotoimelle

Abstract

Tämä opinnäytetyö käsittelee kunnallisen nuorisotyön kehittämistä erityisesti nuorten osallisuuden näkökulmasta. Opinnäytetyön tilasi Laitilan kaupungin nuorisotoimi. Tilaustyön tavoite oli antaa kehittä-misehdotuksia Laitilan kaupungin nuorisotoimelle. Lisäksi opinnäytetyö vastasi tarpeeseen kuvailla jo olemassa olevia nuorisotoimen palveluja. Opinnäytetyössä esiteltiin selvitystyön kannalta keskeisiä käsitteitä, joita ovat muun muassa nuori, ennalta ehkäisevä ja ammatillinen nuorisotyö, nuorisotila, osallisuus sekä nuorisotyön kehittäminen.

Opinnäytetyön lähtökohtana oli selvittää, miksi laitilalaiset nuoret ja nuorisotoimen palvelut eivät kohdanneet. Syksyn 2015 alussa nuorisotila Nuokkarin kävijämäärät olivat alhaiset. Selvitystyön aikana kävijämäärät nousivat, mutta tarve kehittämistoiminnalle säilyi.

Opinnäytetyön toteuttamisessa työkaluina käytettiin verkossa toteutettua kyselyä sekä toiminnallisempia kyselyjä, jotka nimettiin pohdintapajoiksi. Samalla tuli testattua tiedon ja palautteen keruumenetel-miä. Kyselyllä ja pohdintapajoilla selvitettiin muun muassa nuorten mielikuvia nuorisotila Nuokkarista, nuorten vapaa-ajan käyttöä ja osallistumisen esteitä nuorisotoimen toimintaan.

Laitilaisnuorten mielikuva nuorisotila Nuokkarista oli positiivinen ja toimintamahdollisuudet siellä vastaavat jo osittain nuorten toiveisiin. Kävi kuitenkin ilmi, että toiminta vetoaa enemmän poikiin kuin tyttöihin ja tämä näkyy kävijöiden sukupuolijakaumassa. Suurimmat syyt nuorisotoimen palveluiden ja nuorten kohtaamattomuuteen olivat: tiedotuksen puute, vähäinen kiinnostus toiminnan sisältöä kohtaan sekä kavereiden osallistumattomuus.

Kehittämisehdotuksina Laitilan nuorisotoimelle esitettiin viestinnän ja tiedotuksen kehittämistä, erityisesti sosiaalisen median hyödyntämistä. Nuorten vaikuttamismahdollisuuksien edistämiseksi nuorten talotoimikunnan perustaminen Nuokkarille olisi tarpeellista. Lisäksi laajemman osallistujakunnan tavoittamiseksi suositeltiin sukupuolisensitiivisemmän työotteen käyttöönottoa.

Opinnäytetyö ei tuottanut mitään uutta mullistavaa tietoa nuorisoalalle, mutta Laitilan kunnallisen nuorisotyön kehittämisessä siitä on merkittävä apu. Vastaavanlaisen selvitystyön toteuttaminen nykyhenkilöstöresursseilla olisi lähes mahdotonta.

This thesis addresses the development of municipal youthwork, particularly from the perspective of youth involvement. This thesis was commissioned by the youth department of Laitila. The purpose of the commission was to present development ideas for the youth department of Laitila. Additionally the thesis corresponded to the need of describing the existing services of the youth department. The thesis introduces the key concepts needed in the study, which include among other things adolescent, preventive, professional youth work, youth center, involvement and development of youth work.

The premise of the thesis was to examine why Laitila youth and the youth department services did not meet. In the beginning of Autumn 2015, the visitor count of youth center Nuokkari was low. During the study visitor count rose, but the need for development activities remained.

The implementation of the thesis study was carried out via online survey and functional surveys, which were called reflection shops. Simultaneously the ways of gathering information and feedback were tested. The surveys and reflection shops researched the visions of adolescents on youth center Nuokkari, adolescents’ ways of spending leisure time and hindrances of participating to the activities of youth department.

The image of adolescents on youth center Nuokkari was positive and activity possibilities already present equate partially to the hopes of the adolescents. However, it turned out that the activities offered appeal more to boys than girls and this can be seen in the gender distribution of visitors. Major reasons for the difficulty in meeting the needs of the adolescents and the activities offered were: lack of information, minor interest towards the content of activities and non-participation of peers.

The development idea presented to youth department of Laitila was to improve the communica-tion and informing the adolescents especially via social media. Developing a youth house committee for Nuokkari would be needed for improving the adolescents’ opportunities of influencing. Also implementing more gender-sensitive approach was recommended in order to reach more participants.

Thesis did not produce new groundbreaking information for youth work in general, but it offers signif-icant help for the development of municipal youth work in Laitila. Similar study would be nearly im-possible to implement with the current human resources.
