Toimintaohje Keski-Suomen pelastuslaitokselle poliisiyhteistyötilanteisiin

Abstract

Tämän opinnäytetyön tavoitteena oli kehittää toimintaohje Keski-Suomen pelastuslaitoksen ja poliisin välisiin yhteistyötilanteisiin. Opinnäytetyön idea on syntynyt työelämän käytännön tehtävistä, joissa pelastustoimen,ensihoitopalvelun ja ensivasteen yksiköt toimivat yhdessä poliisin kanssa. Myös poliisitoimen organisaatiouudistus vuoden 2009 alussa on vaikuttanut tarpeeseen kehittää alueen viranomaisyhteistyötä. Ohjeen keskeinen päämäärä on ohjata yhteistoimintaa siten,että suorittajasta riippumatta saavutetaan laadukas lopputulos ja yhteistoiminta noudattaa yhdessä sovittuja ja luotuja toimintamalleja.

Opinnäytetyö koostuu teoriaosasta, työskentelyn raporttiosasta ja toimintaohjeista Keski-Suomen pelastuslaitoksen, pelastustoimen,ensihoitopalvelun ja ensivasteen työntekijöille. Opinnäytetyön teoriaosassa esitellään yhteistoiminnan ymmärryksen kannalta keskeisiä käsitteitä,viranomaistoimintaa ja yhteistyötä ohjaavaa lainsäädäntöä, Keski-Suomen pelastuslaitoksen yhteistoimintaviranomaisia ja toimialuetta. Raportissa kerrotaan opinnäytetyöprosessin eteneminen ohjaustyöryhmän perustamisesta aina ohjeiden käyttöönottoon saakka. Lopuksi arvioidaan omaa oppimista, koko projektin onnistumista ja työelämälähtöisyyden täyttymistä sekä esitetään ajatuksia aiheen jatkotyöstämiselle.

Ohjeiden luomista edelsi yhteistyöviranomaisista koostuvan alueellisen ohjaustyöryhmän perustaminen, jonka tarkoituksena oli ohjeistuksen viitekehyksen luominen sekä koko kehittämisprosessin ohjaaminen ja valvominen ohjeiden rakentamisen edetessä. Ohjaustyöryhmään oli kutsuttu edustajat poliisista, pelastustoimesta, sairaanhoitopiiristä, ensihoitopalvelusta ja ensivasteesta sekä hätäkeskuksesta.

Kehittämistyön tuloksena pelastustoimelle,ensihoitopalvelulle ja ensivasteelle luotiin kullekin omat ohjeet, jotka huomioivat mahdollisimman kattavasti toimialojen erityyppisen käyttötarkoituksen yhteistoimintatilanteessa. Toimialasta riippumatta ohjeiden rakenne noudattaa yhtenäistä kaavaa:ilmentäen johtosuhteet, viestiliikenteen periaatteet sekä työturvallisuusnäkökohdat.

This thesis aims to establish an operating strategy for collaborative work tasks involving the units of Central Finland's Fire and Rescue Department and the police. The idea arose from practical professional tasks which require close cooperation between rescue services units, emergency care units, first response units and the police. Also the organizational reform in the Finnish police sector implemented in early 2009 encouraged the need for optimizing authority cooperation in the region. The main objective of the operating strategy is to guide authority cooperation in order to achieve, irrespective of any operator, high-quality results, as well as to ensure that authority cooperation conforms to mutually agreed and set procedures.

This thesis consists of the following parts: the theory part, the reporting part of the work process and the description of the operating strategy built up for the employees of Central Finland's Fire and Rescue Department, rescue services, emergency services and first response services. The theory part explains the key terms considered essential for understanding the cooperative work and legislation conducting authority operations and authority cooperation. The cooperative authorities and operating area of Central Finland's Fire and Rescue Department are introduced as well. The reporting part describes the progress of this study from the establishment of the working group to the introduction of the operating strategy. The conclusion discusses the learning process of the authors, the result of the project at large and the prospect of successful application of the results to work tasks. Also ideas for further study are suggested.

Prior to the building of the operating strategy, a regional working group consisting of cooperation authorities was established. The tasks of the working group included creating a context for the operating strategy as well as guiding and monitoring the progress of the strategy's development process. The working group consisted of representatives from the police, rescue services,Central Finland Health Care District, emergency care services, first response services and Emergency Response Centre.As the result of this strategy development task, comprehensive guidelines were established individually to each operator, namely, rescue services, emergency services and first response services. This is because these services operate in distinct areas in cooperative tasks. The operating strategy's structure is uniform for each operator, describing the management relations and communication principles as well as issues related to safety at work.
