Osallistamalla menestyvä strategia – muuttuva työelämä ja verkostomainen toiminta

Abstract

Insinöörityön tavoitteena oli kuvata osallistavan strategiatyön merkitys strategian menestymiseen. Case-esimerkin avulla luotiin näkemys strategiatyökaluista, strategiatyössä huomioitavista asioista sekä osallistamisen ja muutosjohtamisen merkityksestä strategiatyön tekemiseen. Päämääränä oli tarkastella strategiatyötä järjestötoiminnan näkökulmasta ja muodostaa kokonaiskuva case-esimerkin käytännön strategiatyöstä.

Tutkimusmenetelmäksi valittiin toimintatutkimus, joka otti huomioon dialogia hyödyntävän osallistamisen, tuotti tietoa käytännön kehittämiseen ja sai aikaan pysyviä muutoksia. Tutkimusmenetelmän avulla järjestön osaaminen, kokemus ja ajan myötä syntynyt hiljainen tieto saatiin hyödynnettyä täysmääräisesti.

Nykytila-analyysin tarkoituksena oli selvittää strategiatyön nykytila sekä tulevaisuuden kehityskohteet. Nykytila-analyysi perehtyi järjestötoiminnan erityisominaisuuksiin, taustoihin sekä strategiatyön tarpeen lähtötietoihin. Tietopohja rakentui kolmesta eri kokonaisuudesta. Ensimmäisessä tarkasteltiin strategiaa, osallistamista ja menestystä käsitteinä. Toisessa perehdyttiin strategiseen johtamiseen, strategiatyökaluihin ja -menetelmiin. Viimeisessä syvennyttiin muutosjohtamiseen sekä tulevaisuuden strategiatyöhön.

Työn punainen lanka oli case-esimerkin strategiatyö, jonka ympärille insinöörityö elementteineen rakentui. Lopputuloksena syntyi työ, joka kuvasi osallistavan strategiatyön merkityksen strategian menestymiseen sekä tietopohjaisesti että case-esimerkin avulla. Loi ymmärrystä strategiatyökaluista ja niiden soveltuvuudesta järjestötoiminnan strategiatyöhön sekä lisäsi ymmärrystä muutosjohtamisen merkityksestä strategiatyön tekemiseen.

Insinöörityön yhteydessä havaittiin, että strategiatyökalut ovat tiivis osa sekä strategiatyötä että strategista johtamista erilaisten valintojen ja päätösten myötä. Todennettiin, että strategiatyö oli ja on muutoksen johtamista. Osallistavan strategiatyön avulla strategian siirtäminen arjen työhön oli helppoa ja loi mahdollisuuksia ottaa huomioon toimintaympäristön sekä paikalliset erityispiirteet.

The main objective was to describe the role of participatory strategy work for the success of the strategy. Based on a case study, the following topics were studied: understanding of strategy tools, issues that are considered in strategy work and the importance of participation and change management in strategy work. The goal was to study strategy work from an NGO perspective and provide a practical overall picture of the strategy work with the case study.

The research method was action research. It took account of participatory dialogue, provided information on practical development and made permanent changes. The research method enabled the organization's expertise, experience and the silent information generated over time to be fully utilized.

The purpose of the current state analysis was to find out the current situation of strategy work and future development targets. The analysis was based on the specific features of the organization, backgrounds and the baseline data of the strategy work. The knowledge base was based on three different entities. The first looked at the strategy, participation and success concepts and the second at strategic management, strategy, strategy tools and methods. The final section focused on change management and strategy for future work.

The core of this study was case study strategy work. The study with its elements was built around the case example. The result was a thesis that demonstrated the importance of participatory strategy work to the success of the strategy both on a knowledge base and on a case-by-case basis. In the thesis work an understanding of strategy tools and their suitability for NGO's strategy work as well as increased understanding of the importance of change management to make the strategy work were created.

During the study it was found that strategy tools are a concise part of both strategy work and strategic leadership with various choices and decisions. It was proved that strategy work was and is the change management. By participatory strategy work, moving the strategy to everyday work was easy and opportunities were created to take the operating environment and local specialties into account.
