Opinto-ohjauksen yksityinen tulevaisuus : Opinto-ohjauksen muutos julkisesta yksityiseksi palveluksi

Abstract

Opinto-ohjauskenttä on muutoksen edessä useasta syystä. Koulutus uudistuu kaikilla kouluasteilla, ja koulutuksen painotukset muuttuvat. Työvoimahallinnossa tapahtuu suuri uudistus muutaman vuoden kuluttua, jolloin vastuu työvoimapalveluista siirtyy kuntien hoidettavaksi. Tämän kaiken keskiössä on omaa koulutus- ja urapolkuaan miettivä nuori tai aikuinen.

Opinto-ohjausta annetaan tällä hetkellä julkisella sektorilla esimerkiksi eri oppilaitoksissa mutta yksityiset opinto-ohjaajayrittäjät ovat tulleet täyden-tämään palvelukenttää. Yrittäjyys tulee opinnäytetyöhön haastattelujen asiantuntijoiden mukaan lisääntymään tulevaisuudessa, ja vuoropuhelua julkisen sektorin ja tällä hetkellä toimivien yrittäjien välillä tullaan tarvitsemaan.

Toinen osa opinnäytetyöstä on opinto-ohjausyrityksen perustamisen teoriaa. Tässä osassa esitellään palveluyrityksen perustamiseen liittyviä asioita liiketoimintasuunnitelman laatimisesta palvelujen tuotteistamiseen. Markkinat ovat tällä hetkellä opinto-ohjauksessa vielä hyvin väljät, ja uusia palveluja mahtuu markkinoille, myös yhteistyössä kilpailijoiden kanssa.

Tutkimuksen tavoitteena oli selvittää opinto-ohjauksen tilaa tällä hetkellä, ja tutkimuksen edessä tiedot koulutuksen tulevista uudistuksista vahvisti-vat yksityisten opinto-ohjauspalvelujen tarvetta tulevaisuudessa. Opiskelijoiden omat opintopolut ovat arkipäivää peruskoulusta yliopistoon, eikä opinto-ohjausta riitä tasapuolisesti kaikille julkisella sektorilla. Ohjauksen menetelmien käyttäminen vaatii prosessimaisuutta ja kohtaamisia, joita yksityisillä toimijoilla on aikaa ja osaamista käyttää.

The study guidance field is facing a change for several reasons. Education is renewed at all levels of education, and the emphasis on education changes. There is a major reform in the labor administration after a few years, when the responsibility for labor services is transferred to munici-palities. At the center of all this, there is the young or the adult thinking about their own educational and career path.

Study guidance is currently provided in the public sector for instance in various educational establishments but private study counselors have come to fill the service field. According to interviwed entrepreneurs, entrepreneurship will become more prominent in the future, and dialogue between the public sector and current entrepreneurs will be needed.

The second part of this thesis is the theory of establishing a study counsel-ing company. This section introduces issues related to the establishment of a service company for the preparation of a business plan for producti-sation of services. At present, the market of study guidance is still very scattered, and new services can be placed on the market, even in co-operation with competitors.

The aim of the study was to find out about the status of study counseling at the moment, and during the study, information on future education reforms will reinforce the need for private study counseling services in the future. Students' own study paths are commonplace from primary school to university, and study guidance is not equally for everyone in the public sector. Using study guidance methods requires processability and encounters that individuals have time and expertise to use.
