Työtoiminta vastaanottokeskuksissa

Abstract

Opinnäytetyön tarkoituksena oli kuvata eri vastaanottokeskuksien turvapaikanhakijoille järjestämää työtoimintaa, sekä kartoittaa erilaisia toimintamalleja ja niiden toimivuutta. Tavoitteena oli kerätä tietoa eri toimijoiden ylläpitämien vastaanottokeskuksien työtoiminnan käytänteistä, niiden toimivuudesta sekä mahdollisuuksista ja haasteista.

Opinnäytetyö toteutettiin kvalitatiivisena eli laadullisena tutkimuksena. Haastattelut toteutettiin yksilö- ja parihaastatteluina, haastattelulomakkeen avulla kesän 2017 aikana. Aineiston analyysimenetelmänä käytettiin teemoittelua. Tutkimusta varten haastateltiin vastaanottokeskuksien ohjaajia työtoiminnasta ja sen järjestämisestä. Valikoituneet vastaanottokeskukset olivat kaikki eri toimijoiden ylläpitämiä.

Opinnäytetyön teoriaosuudessa käsiteltiin turvapaikkaprosessia, vastaanottotoimintaa sekä työtoimintaa. Opinnäytetyön tuloksista selvisi, että eri toimijoiden ylläpitämien vastaanottokeskuksien järjestämä työtoiminnan sisältö ei juurikaan poikkea toisistaan. Työtoiminnan käytännön toteutuksessa sen sijaan löytyi jonkin verran eroja vastaanottokeskusten välillä.

Kehittämisehdotuksina nousi esiin verkostoituminen eri vastaanottokeskusten kanssa sekä ratkaisukeskeinen ajanhallinta työtehtävissä. Opinnäytetyöprosessin aikana heräsi myös ideoita jatkotutkimusten aiheille. Yhtenä aiheena hyödyllistä voisi olla tutkia sosiaaliohjaajien ja -työntekijöiden yhteistyötä ohjaajien kanssa.

Vastaavanlaisia opinnäytetöitä ei tietojemme mukaan ole tehty ennen ja tuoretta tutkittua tietoa turvapaikanhakijoista on vain vähän saatavilla. Opinnäytetyömme on kattava kokonaisuus kaikille vastaanottokeskuksessa työskenteleville, työskentelyn aloittaville tai aiheesta muuten kiinnostuneille.

The aim of this thesis was to describe the work program of asylum seekers at different reception centers and to find out different operating models and how they work. The objective was to get information from reception centers maintained by various operators about their work programs, their functionality and what are the opportunities and challenges.

The thesis was carried out by qualitative research. Individual and pair interviews were conducted in an during summer 2017. The material analysis method used theme and content analysis. Workers from three different reception centers maintained by different operators were interviewed for this research about their work program. The theoretical part of the thesis focused on the undergoing process of asylum seekers, the operations of the reception centers and the work programs. The results showed that there were only small differences between their different reception centers regarding their work programs. However, there were some differences in the practical implementations between reception centers.

Solution-focused time management, co-operation and networking with other reception centers came up as development ideas. During the process, ideas for further research also emerged. One topic that could be useful to explore is how social counselors and workers co-operate with the advisors, and what is the level of asylum seekers information security. To our knowledge, this topic has not been standing before. There is only a small amount of available research data, and this thesis offers a comprehensive entity for all current reception center workers and for those who are just starting their work at reception centers or, for people who are otherwise interested in the subject.
