Vapaaehtoistyön kehittäminen Oulun vastaanottokeskuksen transit-yksikössä

Abstract

Lisääntynyt turvapaikanhakijoiden määrä viime vuosina on herättänyt auttamisen halua suomalaisissa paljon. Syksyllä 2015 turvapaikanhakijamäärän kasvaessa ennätyslukemiin, suuri määrä ihmisiä myös Oulussa ilmoitti halustaan auttaa ja tehdä vapaaehtoistyötä turvapaikanhakijoiden parissa. Vapaaeh-toistyö työmuotona näyttäisi tulleen jäädäkseen ja sen myötä sitä täytyy kehittää toimivampaan suun-taan. Tämän opinnäytetyön tekijän tavoitteena on kehittää vapaaehtoistoimintaa Oulun turvapaikanhaki-joiden vastaanottokeskuksessa, jossa toimin koordinaattorina.

Vapaaehtoistyösektorin toimijat ovat monen eri alan toimijoita ja sen myötä on havaittu hyväksi yhte-näistää toimintakulttuuria rekrytoinnin ja perehdytyksen osalta, jotta kaikki vapaaehtoistyöntekijät saa-vat oikeaa tietoa vastaanottokeskuksen toimintakulttuurista ja vapaaehtoistyön toimintaperisaatteista Oulun vastaanottokeskuksessa. Myös turvapaikanhakijan prosessin ymmärtäminen on vapaaehtois-työntekijälle tärkeää sekä oma rooli ja siihen liittyvät velvollisuudet vastaanottokeskuksen henkilökun-nan työn tukena.

Tämän opinnäytetyön kehittämistyö tehdään Oulun vastaanottokeskukselle ja työ on kvalitatiivinen eli laadullinen tutkimus, joka pohjautuu yleiseen tietopohjaan vastaanottotyöstä, työssä tehtyihin havain-nointeihin vapaaehtoistyön kehittymisestä Oulun vastaanottokeskuksessa ja näiden kaikkien tietojen pohjalta tehtyyn vapaaehtoistyöntekijän perehdytysoppaaseen sekä vapaaehtoisten että henkilökunnan palautekyselyihin.

Opinnäytetyön tarkoitus on opinnäytetyön tuotosten pohjalta kehittää vapaaehtoistyön toimintaa suju-vammaksi eri toimijoiden välillä Oulun vastaanottokeskuksessa. Nämä eri osapuolet saavat paremmin tietoa tapahtumien ja tilaisuuksien ajankohdista sekä vahvistavat omaa osaamistaan sekä uuden va-paaehtoistyöntekijän on helpompaa omaksua vastaanottokeskuksen toimintakulttuuri ja löytää itselle sopiva osa-alue, jossa haluaa toimia vapaaehtoisena.

Aiheena opinnäytetyö on ajankohtainen ja tarpeellinen opinnäytetyön tekijän työlle ja työyhteisölle. Tämän opinnäytetyön tuotokset ovat nykyisille ja tuleville vapaaehtoisille tueksi työssään Oulun vas-taanottokeskuksessa. Vapaaehtoistyötä täytyy pystyä mahdollistamaan ja helpottamaan kaikin tavoin, jotta tämä arvokas työmuoto jatkuisi ja turvapaikanhakijat saataisiin esikotoutettua kulttuuriimme par-haalla mahdollisella tavalla.

Opinnäytetyön tuotokset ovat vapaaehtoisille tehdyt palautekyselyt sekä vapaaehtoisen perehdytysopas.

The increased number of asylum seekers has awakened the desire to help within the Finnish population. In the autumn of 2015 the number asylum seekers reached a rec-ord high. Many people also in the Oulu area indicated that they wanted help and be-come involved in volunteer work. This method of helping and style of work appears to be becoming permanent, and for this reason a more organized system needs to be developed. The goal of this thesis is to develop and organize voluntary work at Oulu Reception Center, where I work as a coordinator.

Volunteer workers are comprised of many different professions and this has resulted in the understanding that there is a need to unite methods of practice regarding re-cruitment and the induction. This ensures that all volunteer workers receive relevant in-formation regarding the methods of practice and how their own activities should be organized. It is also important to ensure that volunteer workers have an understanding of the asylum process, and their responsibilities regarding the support of staff mem-bers of the reception center.

This study has been done at Oulu Reception Center and the study is of a qualitative nature. The thesis is based upon the basic fundamental principles of reception work and observations made during the development of volunteer work at the Oulu recep-tion center. All of these information sources have been used to develop a training manual for both volunteers and staff feedback.

The aim is to use the results of this thesis to develop volunteer work, to create sys-tems that will increase and develop the fluidity between different volunteer agencies within Oulu Reception Center. These different agencies will receive better information regarding the organization of events timetabling and also strengthen levels of compe-tence of both existing agencies and new. This will also develop a greater understand-ing of codes of practice that are already established within the reception center. Also volunteer workers will be able to identify for themselves areas within which they would like to become involved.

The subject of this thesis is both topical and necessary regarding my work, and with-in the reception center on a wider scale. The results of this thesis are necessary for current and future volunteer workers whom engage in activities at Oulu Reception Center. Volunteer work must be made possible in every way so that this valuable form of work continues and asylum seekers continue to receive in the best possible way an understanding of Finnish cultural values and codes of behavior.
