Health and social services in Finland are currently going through a regional and structural reform. Therefor it is essential to improve management practices in health care and nursing work. These reforms are Paras project, Kaste program and reforms in the Health Care Act. The purpose of the thesis was to increase knowledge about the work of immediate superiors in health care and nurs-ing. The objectives were to clarify what are the content areas related to supervisory tasks, and to find out what kind of methods, practices and policies enable the development of operational prac-tices so that they can meet the organizations demands to develop and change. In the thesis a poli-cy research was used to develop the supervisory tasks in eldery and disability services in the mun-cipality of Varpaisjärvi. This thesis was part of the 2010 UNELMA development project of Savonia Uiversity of Applied Sciencies and Varpaisjärvi municipality eldery and disability services. The thesis is a qualitative action research in which the analyzing and influencing the target were combined. The whole functional process was based on the cooperation and interaction at the workplace. The data was collected from small group meetings of the immediate superiors in au-tumn 2009 and spring and autumn 2010. The development meetings were obsereved, and the memos and development tasks produced by the process participants were analyzed. The themes, which came up, were examined in the light of information theory. During the research the commu-nication in the organization was developed by producing brochures, making an orientation plan and written instructions for the customer transfers, and starting a substitute bank. Operational practices were improved by developing primary nursing and workplace skills. The results showed that close interaction between superiors and employees and collegial support promote the devel-opment of the practices in supervisory tasks. Particularly important in an organizational change is to take humanitarian factors into account, and to have open communication and interaction as well as active involvement in planning and implementing change....
