Hulevesien kunnossapidon nykytilanne Kouvolan kaupungin alueiden hoidossa

Abstract

Opinnäytetyön tavoitteena oli muodostaa kattava näkemys hulevesirakenteiden kunnossapidosta Kouvolan kaupungin alueiden hoidossa. Ilmasto on muuttumassa ja myös sademäärät ja voimakkaat sateet lisääntyvät tulevaisuudessa. Lisääntyvät sateet kasvattavat hulevesien määrää ja kuormittavat enemmän hulevesijärjestelmiä. Ilmastonmuutok-sen myötä on herätty hulevesien hallintaan koskeviin asioihin ja vuonna 2014 tehty lainsäädäntömuutos velvoittaa kunnat järjestämään riittävät palvelut hulevesien hallintaan.

Työtä varten haastateltiin kunnan kunnossapidon työntekijöitä, työnjohtajia sekä yksityisiä urakoitsijoita. Osa näistä henkilöistä oli jäämässä eläkkeelle. Haastattelutiedon kerääminen oli tärkeää, koska tietoa paikallistuntemuksen osal-ta, ei ole olemassa tallessa missään. Opinnäytetyötä laadittaessa käytettiin hyödyksi haastettuluja ja kaupungin kun-nossapidon aineistoa. Myös kuntalaisilta tullutta palautetta hyödynnettiin.

Tehdyn selvityksen perusteella kävi ilmi, että hulevesirakenteiden kunnossapitoon ei ole riittävästi kiinnitetty huomio-ta ja suunnitelmallisuus puuttui lähes kokonaan. Ongelmalmalliset tilanteet oli käyty korjaamassa, mutta useimmiten tilanteiden syntymisen syitä ei ollut mietitty. Kunnossapitotoimenpiteitä kannattaa ennakoida ja niitä on tehtävä suun-nitelmallisesti, jotta vältytään tulvimiselta, jotka kunnossapidollisin toimenpitein pystyttäisiin estämään. Tämän tutki-muksen tuloksia tullaan käyttämään hulevesirakenteiden kunnossapitosuunnitelmaa tehtäessä.

The objective of this thesis is to describe comprehensively maintenance management of the storm water systems in the urban area of the city of Kouvola. Climate change is causing increase in rainfall volume and heavy rains are be-coming more frequent in the future. As a result, the volume of storm water is also increasing which requires more from the storm water management systems. Climate change has also increased interest towards the management of the natural storm water and in 2014 there was a new legislative change launched which obligates mucipalities to or-ganize sufficient services for storm water management.

Maintenance workers, supervisors and private contactors working for the municipality were interviewed for this the-sis. Part of these employees will retaire soon and it was important to gather local knowledge from them as it was not documented anywhere. The material utilized in this thesis was material from the interviews and the maintenance database of the city. In addition, feedback from residents was utilized.

The results of the survey revealed that there has not been enough focus on the maintenance of the storm water sys-tems and there was not adequate planning for it. If any problems were noticed in the storm water systems, they were solved but the rootcause was not examined. It is vital to plan maintenance activities in advance and maintain storm water systems on a regular basis to avoid flooding. The results of this thesis will be utilized further when developing maintenance plan for natular storm water systems.
