Työelämän ja koulutuksen ennakointi, Case EKKU-hanke

Abstract

Työelämän ja koulutuksen ennakointi on yksi suomalaisen yhteiskunnan tulevaisuuden tärkeä menestystekijä. Työelämän osaamistarpeiden kartoittaminen ja ennakointi antavat koulutuksen järjestäjille sekä työnantajille tärkeää tietoa siitä, missä osaamisessa on puutteita ja millaisia osaajia tulevaisuudessa tarvitaan. Ennakointitiedon perusteella koulutusta pystytään mukauttamaan tarpeita vastaavaksi sekä määrällisesti aloittain että laadullisesti opetuksen sisällön suunnittelussa.

Opinnäytetyössä ennakointia tarkasteltiin yleisesti sekä Lapin alueella toteutettavan EKKU – Ennakoinnista koulutukseen ja kumppanuuteen -hankkeen (1.3.2015–28.2.2018) kautta. Hankkeen yksi kärkiteema on koulutuksen ennakointi. Lapin alueella halutaan tehostaa koulutuksen työelämälähtöisyyttä ja tehdä tämän tavoitteen saavuttamiseksi entistä tiiviimpää yhteistyötä paikallisten yritysten ja yrittäjien kanssa. Alueen koulutuksessa tulee ottaa huomioon arktisen alueen ainutlaatuinen ympäristö, elinkeinot sekä niihin liittyvät spesifiset työvoimatarpeet.

Opinnäytetyössä selvitettiin, miksi työelämän ja koulutuksen ennakointi on tärkeää ja kuinka EKKU-hankkeen toimijat (Lappia, Lapin ammattiopisto ja Lapin ammattikorkeakoulu) tekevät ennakointityötä sekä siirtävät saamaansa ennakointitietoa tarjoamiinsa koulutuspalveluihin sekä alueen yrityksiin. Opinnäytetyössä myös kartoitettiin, mitä kanavia koulutuksen tarjoajat hyödyntävät ennakoidakseen työelämän ja yhteiskunnan tulevia tarpeita. Tutkimuksessa haastateltiin EKKU-hankkeen toimijoita sekä käytettiin aineistona hankkeeseen osallistuneille alueen yrityksille tehtyjä osaamiskartoituksia. Yritysten haastatteluista rajattiin yrityksiä yksilöivät tunnistetiedot pois, jotta anonymiteetti säilyy.

Opinnäytetyön keskeisinä tuloksina ilmeni minkä eri kanavien kautta ennakointitietoa saadaan ja miten se vaikuttaa tutkintojen ja koulutusten suunnitteluun. Osaamistarvekartoituksissa tuli esille millaisia osaamistarpeita Lapin alueen yrityksillä oli.

Forecasting employment and education is one the main success factors in the future of the Finnish society. Anticipating the skills needs and predicting the future, gives critical information to education providers and employers on what skill areas have deficiencies and what kinds of experts are needed. Education can be modified to correspond to the needs both quantitatively by vocational fields and qualitatively by planning the content of education.

In this thesis foresight has been viewed both generally and through a project called From Forecasting to Education and Partnership (1.3.2015-28.2.2018) that is carried out in the Lapland area. One of the leading themes of the project is foresight in education. The operators in the Lapland area aim to strengthen the work-based approach. In order to achieve this goal, the objective is to work more closely with local businesses and entrepreneurs. In regional education, the unique environment and livelihoods of the arctic area and the specific work force related to these factors should be taken into consideration.

In this thesis it has been researched why the foresight of employment and education is critical. In addition, it has been studied how the operators in the From Forecasting to Education and Partnership Project do their work related to fore-sight and how they transfer the information achieved to the educational services they provide and to the businesses in the area. It has also been surveyed what channels education providers utilize to anticipate the needs of the future in employment and in the society. During this study the operators of the From Forecasting to Education and Partnership Project have been interviewed related to these topics. The businesses that have participated in the project have undergone a survey to determine what was the current level of their skills needs and what skills would be needed in the future. This material has been used in the final project as well. The material does not reveal the identity of the participants.

The results show what channels are being utilized in obtaining information about foresight and how does it effect on the planning of education. The survey for the entrepreneurs revealed what professional skills are needed in the Lapland area.
