Nuorten tieto- ja neuvontatyön osaamiskartta − työväline osaamisen arviointiin ja kehittämiseen

Abstract

Tämän kehittämistyön tavoitteena oli kartoittaa nuorten tieto- ja neuvontatyössä tarvittavaa osaamista ja tuottaa nuorten tieto- ja neuvontatyöhön osaamisen arvioinnin työväline. Kehittämistyön tuloksena syntyi osaamiskartta osaksi nuorten tieto- ja neuvontatyön laatutyökalujen sarjaa nuorten tieto- ja neuvontatyön kansallisen palveluverkoston työntekijöiden käyttöön. Osana nuorten tieto- ja neuvontatyön laatutyökaluja osaamiskartta muodostaa kokonaiskuvaa nuorten tieto- ja neuvontapalveluiden laadusta.

Kehittämistyö eteni vaiheittain, tutkimuksellisena kehittämistyön prosessina. Tietopohjana työssä olivat nuorten tieto- ja neuvontatyötä koskeva lainsäädäntö, nuorten tieto- ja neuvontatyön eurooppalaiset periaatteet, muut toimintaa ohjaavat suositukset ja asiakirjat sekä aikaisemmat tutkimukset ja samankaltaiset osaamiskartoitukset. Tiedonhankintamenetel¬minä on käytetty kirjallisuuteen perehtymistä, työpajatyöskentelyä eri tilaisuuksissa, arviointikyselyä sekä työkokouksia.

Kehittämistyön tulosten perusteella nuorten tieto- ja neuvontatyö edellyttää laaja-alaista osaamista ja tietämystä nuorten elämään liittyvissä asioissa. Työntekijällä tulee olla tietoa nuorille suunnatuista palveluista sekä taitoa kohdata nuoria ja ohjata heitä oikeiden palveluiden piiriin. Lisäksi työntekijän on kyettävä etsimään tietoa useista eri lähteistä, hallitsemaan ja arvioimaan tietoa sekä omattava medialukutaitoa. Nykyään useat nuorisotiedotuspalvelut tarjoavat verkkopohjaisia palveluita, joten työntekijöillä on oltava palveluiden ylläpitoon ja käyttöön tarvittavat digitaaliset taidot ja tietämystä. Kehittämistyön tuloksena on toteutettu osaamiskartta, jonka kymmenen osaamisaluetta muodostavat kattavan kuvauksen nuorten tieto- ja neuvontatyöstä. Osaamiskartta on hyödyllinen ja odotettu jäsennys nuorten tieto- ja neuvontatyössä tarvittavasta osaamisesta.

Osaamiskartta syntyi yhteistyössä nuorten tieto- ja neuvontatyön kolmen maantieteellisen alueen aluekoordinaattorin, valtakunnallisen nuorten tieto- ja neuvontatyön Osaamiskeskus Koordinaatin sekä nuorten tieto- ja neuvontatyön verkoston toimijoiden kanssa. Nuorten tieto- ja neuvontatyön ammattilaiset ovat testanneet ja arvioineet sitä eri työpajoissa ja arviointikyselyn kautta läpi kehittämistyön prosessin. Osaamiskartta on tarkoitettu kaikille nuorten tieto-, neuvonta- ja ohjaustyötä tekeville työssä tarvittavan osaamisen tunnistamiseen, arviointiin ja kehittämiseen. Osaamiskartalle on tuotettu käyttöopas, ”Osaamiskartta nuorten tieto- ja neuvontatyöhön - opas osaamiskartan käyttöönottoon ja hyödyntämiseen” ja palveluverkostolle tullaan tarjoamaan osaamiskartan käyttökoulutuksia. Kartta kehittyy käytön ja palautteen myötä, jota tullaan keräämään suunnitelmallisesti kartan käyttäjiltä.

The aim of this thesis was to map competence and produce a tool for assessing competence in youth information and counselling work. The tool of assessment, a competence map, was developed in collaboration with regional coordinators of youth information and counselling work, the national centre of expertise for youth information and counselling Koordinaatti and the national youth information and counselling network. The results of the development work will be utilized nationally.

The basis for the competence map is the European youth information charter, peer and self-assessment models of youth information and counselling services, the recommendations and strategies behind the youth information and counselling work and the expertise and experience of those youth information workers who participated in the development process.

Based on the results of the thesis, youth information and counselling work requires comprehensive knowledge of young peoples’ life. A competent youth information worker has information available to youth about services targeted towards young people, and skills to direct young people to the right services. In addition, the employee must be able to search for information from a variety of sources, as well as have skills in information management, evaluation, digital communication and media literacy. Nowadays more youth information services are involved with web-based services, so employees must also have the skills and knowledge of digital youth work.

The competence map is a useful and needed compilation of the skills required for youth information and counselling work. It has ten competence areas, with more comprehensive descriptions of the skills needed and five competence levels as criteria for assessing competences. The competence map on its own can be used as an assessment tool, and it enables the user to create own competence and target profiles for a service, job or employee.

The competence map helps the organization clearly identify what kind of competence is needed to support overall organizational goals and individual and team activities. It provides a map of existing competences in the organization and where it exists, as well as revealing gaps. The competence map is directed towards analysis and development of competence in all youth information and counselling work.

This competence map is part of a set of quality tools for youth information and counselling work. It is a tool to identify, evaluate and develop the skills and competence needed for all youth information and counselling workers. The competence map will come with a handbook and training directed towards the national network of youth information and counselling workers.
