Vapaaehtoisjärjestöt ja vanhuspalvelut: : Yhteistyön toteutuminen Turun kaupungissa

Abstract

Opinnäytetyössä tarkasteltiin vapaaehtoisjärjestöjen ja kuntien välistä oikeudellista sääntelyä sekä tämän sääntelyn toteutumista Turun kaupungin vanhuspalvelujen avosektorin työntekijöiden sekä vanhustyötä tekevien vapaaehtoisjärjestöjen työnte- kijöiden näkökulmasta. Tarkoituksena oli auttaa toimeksiantajaa Turun Seudun Van- hustuki ry:tä kehittämään toimintaansa. Opinnäytetyön tuloksia on mahdollista hyö- dyntää yhteistyön kehittämisen pohjana myös yleisemmällä tasolla Turun kaupun- gissa.

Vapaaehtoisjärjestöjen ja julkisen sektorin yhteistyötä säädellään laaja-alaisesti kun- talaissa sekä sosiaali- ja terveydenhuollon ja valtionavustuksiin liittyvässä lainsää- dännössä. Myös Euroopan unionin valtiontukisääntely vaikuttaa yhdistysten toimin- taedellytyksiin. Erityisesti eronteko yleishyödyllisten taloudellisten ja ei-taloudellis- ten palvelujen välillä on merkityksellinen vapaaehtoisjärjestöjen näkökulmasta. Arvi- oiden mukaan mahdollinen SOTE- ja maakuntauudistus tullee vaikuttamaan erityi- sesti sosiaali- ja terveysalan järjestöjen rahoitukseen, sidosryhmiin sekä siihen, miten taloudelliset ja ei-taloudelliset toiminnot erotetaan toisistaan tulevissa maakunnissa.

Työntekijöiden vastausten perusteella suurin osa piti yhteistyötä molempia osapuolia hyödyttävänä ja yhteistyön määrää riittämättömänä. Yhteistyömuodoista suosituim- pia olivat asiakkaan ohjaaminen palveluihin. Yhteistyön hyötyinä korostuivat erityi- sesti palvelujen täydentäminen ja osallisuuden edistäminen sekä yksinäisyyden eh- käisy. Vastaukset heijastivat osin lainsäädäntöön liitettyjä yhteistyön tavoitteita, ku- ten sosiaalisten oikeuksien ja osallisuuden edistämistä sekä taloudellisten hyötyjen saavuttamista. Haasteina korostuivat kaupungin työntekijöillä erityisesti puutteet oh- jeistuksessa ja järjestöjen työntekijöillä arvostuksen puute ja asenteet sekä se, että yhteistyön taloudellisia hyötyjä on vaikea osoittaa. Myös tiedonkulun ongelmat koet- tiin haasteeksi. Koetut haasteet esimerkiksi saattoivat liittyä osaltaan organisaatiosi- donnaisiin toimintatapoihin sekä valtasuhteisiin ja toisaalta epämuodollisiin käytän- töihin, toiminnan epäjatkuvuuden ongelmiin ja työntekijöiden vaihtuvuuteen. Yhteis- työn arvioitiin kehittyneen yleensä ottaen jonkin verran parempaan suuntaan ja arviot SOTE- ja maakuntauudistuksen vaikutuksista yhteistyöhön olivat myös pääosin melko myönteisiä. Näkemykset yhteistyön kehittymisestä tukevat osaltaan ajatusta, että lainsäädäntö on viime vuosina vaikuttanut ainakin jokseenkin positiivisesti yh- teistyöhön vanhuspalvelujen avosektorin piirissä.

This thesis comprised two main objectives. The first was to review the legislation concerning the cooperation between voluntary organizations and public sector espe- cially from the viewpoint of elderly care services. The second was to study the reali- zation of the legislation at the junction with elderly care service delivery and volun- tary organizations from the viewpoint of employees working at the public elderly care services and voluntary organizations in the city of Turku. The aim was to pro- vide information about the laws and realization of them in order to further develop the policies and practices of the cooperation in the city of Turku in general and within the thesis client Turun Seudun Vanhustuki ry.

According to the review, wide array of laws regulates the cooperation between public sector and voluntary organizations from the Local Government Act, social welfare and health care legislation to the Act on Discretionary Government Transfers. The EU Rules on state aid are important from the viewpoint of voluntary organizations especially when it comes to the distinction between non-economic and economic general services. According to reviews the prospective service structure reform of so- cial welfare and health care will have impact on the public funding and stakeholders of voluntary organizations and on the way in which the distinction between eco- nomic and non-economic services is made by the local governments.

According to the survey results, majority of the employees found the cooperation useful for both parties and the amount of cooperation insufficient. The most common form of cooperation was collaboration within the guidance of the customers concern- ing the services they needed. The most important benefits of cooperation were sup- plementation of public services and the advancement of participation and prevention of loneliness of the elderly. These answers reflect partly the objectives of legislation including advancement of social rights and participation and economic benefits. Ac- cording to the answers of the employees at the elderly care services key challenge was inadequate guidance about the cooperation practices. Employees at the voluntary organizations on the other hand found lack of respect and attitudes in addition to challenges concerning the demonstration of economic benefits derived from the co- operation main challenges. Majority of all responders considered information and communication problems one of the main challenges. The challenges are likely to be partly related to the organizational culture and ideology and power relations, high employee turnover, uncertain prospects of the future in addition to the informal norms and practices. The assessment of the development of the cooperation within the last few years and in the future was mainly positive, which may partly reflect the impact of the legislation on the cooperation policies and practices.
