Säännöstelypatojen kuntoarviot

Abstract

Etelä-Pohjanmaan ELY-keskus tarkastaa vuosittain maamme vesistöihin tehtyjä valtion omistamia säännöstelypatoja. Patoturvallisuuslaki velvoittaa tarkastamaan ja ylläpitämään padot siinä kunnossa, ettei ihmisille ja ympäristölle aiheudu vaaraa veden säännöstelystä. Järjestelmällisellä ja säännöllisellä rakenteiden tarkkailulla voidaan havaita nopeasti mahdolliset padon rakenteiden muutokset.

Työssä tehtiin patojen rakenteiden tarkastusta ja kuntoarviota varten ohjeet. Ohjeiden avulla voidaan tarkastaa patojen säännöstelyluukkuja ja niiden ympärillä olevia rakenteita. Ohjeiden lisäksi tehtiin tarkastuslomake ja tarkastusraporttipohja. Tarkastuksien perusteella saatavilla tuloksilla padot saadaan luokiteltua sen hetkistä kuntoa vastaavaan luokkaan. Patotarkastusjärjestelmän kuntoarviopohjan tekemiseen apuna käytettiin Nurmonjoen latvajärven säännöstelypatoja. Jokainen pato tarkastettiin ja tehtiin kuntotutkimukset. Näiden pohjalta luotiin kuntoarvioihin liittyvä aineisto. Tämän järjestelmän avulla saadaan aiempaa paremmin tietoa esille patojen rakenteiden kunnosta, yksittäisistä vauriokohdista sekä kokonaiskunnosta.

Patotarkastusjärjestelmään kerätyn tiedon avulla voidaan nopeasti reagoida huoltoa tai korjaustyötä vaativiin kohteisiin. Säännöllisellä tarkastuksella voidaan myös seurata patojen elinkaarta ja määrittää kustannustehokkain ajankohta padon saneeraukselle tai kunnostushankkeelle.

This work was implemented for the Southern Ostrobothnia Centre for Economic Development, Transport and the Environment, which annually inspects the state-owned dams. The dams have been built for regulating water resources. The Dam Safety Act obligates the inspections and maintenance of dams so that they stay in proper condition. Dams must not cause danger to people or the environment. Systematic and regular monitoring of structures makes it possible to quickly detect possible changes in the dam structures.

In this work, instructions were written for dam structure inspection and an inspection report form. The instructions can be used when inspecting dams and the structures around them. Based on the inspection results and the current condition, the dam can be classified into a condition class. The regulating dams of the Nurmonjoki upriver lake were used as examples when creating the inspection system. Every dam was checked and the condition of the dam was evaluated by using the developed inspection system. These inspection results gave detailed information on the condition of the dam structures. Based on thorough and realistic condition information dams can be listed in the order of priority concerning their need for repairing. Regular inspections also make it possible to monitor the life cycle of dams and to determine the most cost-effective time for a dam renovation project.
