Poliisin ja ensihoidon yhteistoiminta väkivaltatehtävällä

Abstract

Tässä opinnäytetyössä käydään läpi poliisin ja ensihoidon yhteistoimintaa väkivaltatehtävillä sekä kuinka sitä voisi kehittää. Asiaa ei ole aikaisemmin Suomessa juurikaan tutkittu. Opinnäytetyö on suunnattu poliisi- ja ensihoitajaopiskelijoille sekä molempien alojen työntekijöille. Tämä oli toiminnallinen produktio. Produktiona oli simulaatioharjoitus, joka toteutettiin Poliisiammattikorkeakoululla. Poliisin ja ensihoidon yhteistoiminta toimii pääosin hyvin. Kehittämisen tarvetta on, koska huonolla yhteistoiminnalla voi olla jopa kohtalokkaita seurauksia.

Toiminnallisessa produktiossa huomattiin, että viestintä toimi pääasiassa hyvin sekä tehtävät hoidettiin tehokkaasti ja nopeasti. Radioliikenteessä oli hetkittäin haasteita. Lisäksi toisen toimijan toimintatapoja ja termejä ei täysin hallittu. Kehitettävää oli myös työturvallisuuden huomioimisessa.

Johtopäätöksenä voi esittää, että tehtävät saadaan hoidettua, mutta kehitettävää on. Yhteistyön sujuvuutta ja tehokkuutta edistää toiseen ammattikuntaan tutustuminen. Käytännön työtä helpottaa muun muassa, että tilannejohtajalla on kaksi radiopuhelinta sekä yksiköt sopivat viestinnästä ja kanavista ennen kohdetta.

Lisäksi esille nousi jatkotutkimusaiheita, kuten ohje poliisille yhteistoiminnasta ensihoidon kanssa, poliisin ensiaputaidot sekä niiden tarpeellisuus, ensihoitajien tiedot hätävarjelusta ja molempien alojen koulujen yhteistyön lisääminen.

This thesis deals with the co-operation between police and emergency care in violent assignments and how it can be developed. This has not been studied before specifically in Finland. This work is aimed at students of both law enforcement and emergency care as well as employees in both sectors. This thesis was a functional production. The production was a simulation exercise which was carried out at the Police University College. Co-operation between the police and emergency care works well for the most part. There is a need for development, because poor co-operation can have even fatal consequences.

In the functional product, it was noted that communication worked well for the most part and the tasks were handled efficiently and quickly. Radio traffic was blocked intermittently. In addition, the terms and practices of the other operator were not fully understood. Handling the occupational safety of the operators could also be improved.

As a conclusion, it can be argued that these assignments can be dealt with but there is room for improvement. The smoothness and efficiency of co-operation can be promoted through access to the other organization. Practical work can be facilitated by, for example, outfitting the situation manager two radio telephones and agreement between the units on communication practice and channels to use before arriving at the site.

In addition, further research topics were raised, such as guidance on police co-operation with emergency care, first aid skills of police and their necessity, paramedics' knowledge of the right of self-defense and increasing co-operation between schools in both sectors.
