Tiivistelmä
Opinnäytetyön tarkoituksena oli laatia ympäristölupahakemus Biopallo Systems Oy:n kompostointikoelaitoksen toiminnalle. Kompostointikoelaitokseen kuuluu muun muassa Biopallo-kompostointireaktori, josta jälkikypsytyksen jälkeen saatavaa lopputuotetta voidaan käyttää tulevaisuudessa esimerkiksi maanparannusaineena. Tilaajalla on toiminnalleen tällä hetkellä vielä koetoimintalupa, mutta laitoshyväksyntä, jota tilaaja tulee hakemaan, vaatii voimassa tai vireillä olevan ympäristöluvan. Tässä opinnäytetyöraportissa on kuvattu laaditun ympäristölupahakemuksen tekoprosessi ja siihen kuuluva teoriaosio, joka käsitellään raportin alussa. Laadittu ympäristölupahakemus on esitetty raportin liitteessä.
Ympäristölupahakemuksen laatiminen aloitettiin aiempien ja nykyisten Biopallo Systems Oy:n kompostointitoimintaa koskevien lupien pohjalta. Hakemusta täydennettiin sisällöltään ajankohtaisemmaksi ja täsmällisemmäksi haastattelemalla tilaajaa. Muina tiedonkeruumenetelminä olivat vierailukäynnit haastattelujen yhteydessä koelaitokselle, viimeisimmät koelaitoksen toiminnalle tehdyt selvitykset, yhteydenotot puhelimitse eri asiakaspalveluihin sekä digitaaliset kartta- ja tietopalvelut. Opinnäytetyöprosessin aikana tutustuttiin myös ympäristölupiin ja kompostointilaitoksien toimintaan liittyvään lainsäädäntöön, muun muassa ympäristönsuojelulakiin ja -asetukseen, sivutuotelakiin ja asetukseen, lannoitevalmistelakiin, sekä Ruokaviraston sivuilta löytyvään aineistoon, jossa kerrotaan muun muassa lannoitevalmisteiden käsittelyä koskevista vaatimuksista. Hakemuksen sisältörunkona käytettiin yleisen ympäristölupahakemuslomakkeen täyttöohjeita, huomioiden ympäristönsuojeluasetuksessa säädetyt asiat hakemuksen sisällöstä.
Opinnäytetyön tuloksena valmistui Biopallo-kompostointikoelaitoksen toimintaa koskeva ympäristölupahakemus, jonka työn tilaaja toimitti kunnan ympäristönsuojeluviranomaiselle hakiessaan ympäristölupaa. Lupahakemuksen laatimisen yhteydessä tilaaja sai lisäksi tietoja hakemisprosessiin liittyvistä seikoista, kuten asioista, jotka toiminnasta tulee selvittää lupaviranomaisille hakemusvaiheessa sekä tulevaisuudessa ympäristöluvan myöntämisen jälkeen. Tilaaja tulee liittämään ympäristölupahakemuksen myös laitoshyväksyntähakemuksensa liitteeksi. The aim of the thesis was to make an environmental permit application for the operation of a composting pilot plant of Biopallo Systems Oy. The composting pilot plant includes, for example, a Biopallo-composting reactor. The final product of the composting process is to be used as soil improver in the future. Biopallo Systems Oy has got an operating license for their experimental composting operation, but the plant approval, which the client will apply for, requires a valid environmental permit or a pending application. This thesis described the process of applying for an environmental permit application and the related theory.
The first version of the permit application was drawn up by gathering information from previous and current permits of the composting pilot plant. The contents of the application were updated and made more accurate by interviewing the client. Other data collection methods included, for example, visits to the pilot plant and interviews, recent surveys carried out for the pilot plant, contacting various customer services, and using different digital map and information services. Various legislations were also studied during the thesis process, such as the legislation related to environmental permits and the operation of composting plants, including the requirements for handling fertilizer products. The studied material concerned the Environmental Protection Act and Environmental Protection Decree, the legislations of animal by-products and fertilizer products, and the material on the Finnish Food Authority website. The content of the application was based on the instructions for the general environmental permit application form. The content of the environmental permit application is regulated by the Environmental Protection Decree.
As a result of the thesis, the environmental permit application for the composting pilot plant of Biopallo Systems Oy was completed. The contact person will submit it to the municipal environmental protection authority when applying for the environmental permit. In addition, during the preparation of the permit application, the client also received information related to the application process. This information concerned for example matters that need to be clarified to the permit authorities at the beginning of the application process and in the future, after the environmental permit has been granted. The client will also use the environmental permit application as an attachment to the plant approval application.
