Lastensuojelun perhetyö sijoitettujen lasten vanhempien ja lasten omaohjaajien näkökulmasta

Abstract

Opinnäytetyön ensimmäisenä tavoitteena oli selvittää, millaiseksi sijoitettujen lasten vanhemmat sekä lasten omaohjaajat kokevat lastensuojelun perhetyön. Toisena tavoitteena oli peilata sijoitettujen lasten vanhempien ja lasten omaohjaajien kokemuksia lastensuojelulakiin perheen huomioimista koskeviin kohtiin ja kolmanneksi tavoitteena oli tuottaa kehittämisehdotuksia lastensuojelun perhetyöhön heidän vastaustensa pohjalta. Tutkimus toteutettiin yhdessä Holvikoti Oy:n kanssa.

Opinnäytetyö toteutettiin laadullisen tutkimuksena. Tutkimukseen osallistui neljä sijoitettujen lasten omaohjaajaa sekä kolme sijoitettujen lasten vanhempaa. Aineisto kerättiin puolistrukturoidulla teemahaastattelulla sekä lomakekyselynä. Aineisto analysoitiin teemoittelulla.

Tutkimustulosten mukaan sijoitettujen lasten vanhemmat ja omaohjaajat olivat tyytyväisiä Holvikoti Oy:n perhetyöhön ja lastenkodilta annettavaan tukeen perheille. Haasteelliseksi sijoitettujen lasten vanhemmat kokivat jaetun päätöksenteon sijoituksen alussa lasten asioissa. Lasten omaohjaajat taas toivoivat henkilökuntapalaverien ja työnohjauksen paneutuvan tehokkaammin perhetyöhön sekä koulutusta perheiden kanssa työskentelyyn.

Lastensuojelulakiin nähden perheen huomioiminen peilautuu vanhemmuuden tukemisena, perheen ja lapsen suhteen ylläpitona ja yhteydenpitona. Lisäksi vanhemmat huomioidaan asiakassuunnitelmissa sekä lapsen edun mukaisella tavalla otetaan huomioon tavoite perheen jälleenyhdistämisestä. Epäselväksi kuitenkin jää vanhempien kuuleminen lapsen hoito- ja kasvatussuunnitelmassa sekä perheiden taloudellisen tilanteen vaikutus sijoitukseen.

Lastensuojelun perhetyön kehittämistarpeita olivat sijoitettujen lasten vanhempien ja lasten omaohjaajien mielestä vanhempien vertaistuen sekä sisarussuhteisiin panostaminen. Lisäksi Holvikoti Oy:lle toivottiin yhteisiä menetelmiä perhetyöhön.

The first goal of this thesis was to examine, how foster children’s parents and personal tutors experience family work in child welfare. The secound goal was to reflect on their experiences on the Child Welfare Act’s sections regarding taking the family into account. The third goal was to produce a set of improvement suggestions for family work in Child Welfare based on their answers. This thesis was made in co-operation with Holvikoti Oy.

This thesis was conducted as a qualitative research. Four personal tutors and three parents of a forster child took part in the research. Material for the research was collected with a semi-structured theme interview and a form questionnaire. The material was analyzed by theming. According to the study results, the parents and personal tutors of a foster child were satisfied with the family work done by Holvikoti Oy and the support provided by them to the families. Parents of a foster child found shared decision making in matters considering the child at the beginning of the placement period challenging. Foster children’s personal tutors hoped for the staff meetings and professional guidance to delve more effectively into family work and to get more education for working with the families.

In relation to the Child Welfare Act, taking families into account reflects as supporting parenthood and maintaining the relationship and communication between the child and their family. Furthermore, the families are taken into account in customer planning and in the goal of reunification in a way that is beneficial for the child. However, it remains unclear, how parents are heard when making the child’s care- and upbringing plans and whether or not the financial situation of the family affects the placement of the child.

The need of Child welfare family work for improvement were, according to the foster children’s parents and personal tutors, investing in peer support for the children’s parents and in the relationships between the child and their siblings. Additionally, personal tutors at Holvikoti Oy hoped for Holvikoti Oy to conduct a uniform code of methods for family work.
