Tiivistelmä
Arvioin opinnäytetyössäni nuorisotyön dokumentointijärjestelmän hyödyntämistä Helsingin kaupungin nuorisopalveluiden avoimen toiminnan kehittämisessä. Avoin toiminta kattaa muun muassa nuorisotalojen kaikille nuorille avoimet illat ja esimerkiksi erilaiset tapahtumat. Nuorisopalvelut on ottanut vuonna 2019 käyttöön nuorisotyön dokumentointijärjestelmän, Logbookin. Logbookiin kirjataan sekä määrällistä dataa esimerkiksi avoimen toiminnan kävijämääristä että laadullisia raportteja siitä, kuinka toimintaa on toteutettu. Raportoinnin yhteydessä avointa toimintaa totetuttavien tiimien on mahdollista reflektoida ja sanoittaa toimintaansa – tuoda hiljaista, kokemusperäistä tietoa näkyväksi. Logbookiin kirjattavien raporttien avulla nuorisotyön erilaisia prosesseja voidaan reflektoida ja kehittää, ja siten nuorisotyön vaikutuksia ja vaikuttavuutta voidaan kuvata ja arvioida laajemmin.
Työn keskeiset käsitteet ovat hiljainen tieto ja reflektio. Nuorisotyön eri työmuodot, kuten avoin toiminta, sisältävät paljon kokemusperäistä hiljaista tietoa. Tätä hiljaista tietoa on hyvä tuoda näkyväksi dokumentoinnin avulla, jotta toimintaa voidaan kehittää systemaattisesti. Yksi keino tuoda hiljaista tietoa esille on reflektion avulla tapahtuva kokemusten sanoittaminen. Logbookraportoinnin yhteydessä tapahtuva reflektiivinen prosessi on erinomainen mahdollisuus muuttaa nuorisotyön hiljaista tietoa näkyväksi – sillä on mahdollisuus palvella jatkuvaa tiedon luomisen sykliä, joka vie koko toimintamuotoa ja organisaation tekemää työtä eteenpäin. Siksi on aika arvioida sitä, kuinka hyvin raportointiprosessi palvelee kokonaisuudessaan toimintaa ja toiminnan kehittämistä. Millaisia asioita raportointiprosessi on mahdollistanut ja millaisia esteitä Logbookin hyödyntämiselle on?
Toteutin arviointitutkimuksen tarveanalyysia soveltaen. Tavoitteena oli selvittää, millaisia tarpeita Logbookin paremmalle hyödyntämiselle on. Aineistonkeruumenetelmiksi valitsin avoimen toiminnan henkilöstölle suunnatun verkkokyselyn ja ryhmähaastattelut. Verkkokyselyn aineiston perusteella muodostin esiymmärryksen, millaisia teemoja Logbookin hyödyntämiseen liittyvien tarpeiden ympärillä on. Kyselyn aineiston avulla kartoitin myös nykytilannetta siitä, miten Logbookin käyttö sujuu työssä. Tutkimuksen pääasiallinen aineisto muodostui ryhmähaastatteluista, joiden avulla pääsin syvemmälle teemoihin, joita esimerkiksi reflektioon ja hiljaisen tiedon näkyväksi tekemiseen liittyy. Analysoin ryhmähaastattelut teoriasidonnaisesti, eli tietyt teoreettiset lähtökohdat auttoivat aineiston tulkinnassa, mutta aineisto avasi myös uusia näkökulmia laajemman ymmärryksen muodostamiseksi.
Koostin keskeiset kehittämissuositukset SWOT-analyysin avulla. Keskeisiksi tuloksiksi muodostui muun muassa, että henkilöstö kokee työhön liittyvien keskusteluiden ja reflektion määrän lisääntyneen Logbook-raportointiprosessin ansiosta. Laadullisten raporttien hyödyntäminen laajemmin organisaatiossa on asia, jota tulisi kehittää ja se vaatisi tiedon johtamisen näkökulman huomioimista. Raportointiprosessilla on mahdollisuus toimia nuorisotyön opetussuunnitelman jalkauttamisessa. Yksi raportointiprosessin hyödyntämiseen liittyvä uhkakuva liittyy siihen, että tiedon johtamiseen ei panosteta organisaatiossa tarpeeksi. In my thesis I evaluate the utilization of a documentation system in the development process of open youth work activities of City of Helsinki Youth Department. Open youth work activities include for example youth house activities and different events that are available for all young people. From 2019 Youth Department has been using Logbook, a documentation system for youth work, to gather quantitative data about the customer acitivity in open youth work as well as qualitative reports about how the activities have been organized. During the report makig process the teams that organize the activity can reflect the experiences and define the activities in written form – articulate the experience based tacit knowledge that they have. With the help of Logbook reports it is possible to reflect and develop the different processes of youth work even further and the impacts and the effectivity of youth work can be articulated and evaluated more extensively.
The main concepts of the thesis are tacit knowledge and reflection. Different forms of youth work, including open youth work activities, include lots of experience based tacit knowledge. By articulating the tacit knowledge to explicit form it is possible to develop the activity systematically. One method to articulate tacit knowledge is to reflect the experiences and define them in written form. The reflective process during reporting is an exceptional opportunity to articulate the tacit knowledge of youth work – it has the possibility to serve the continuous knowledge creation cycle that will enhance the activity and the whole organisation. Now it’s time to evaluate how well the reporting process serves the development process of the open youth work activites. What kind of positive things the reporting process has made possible and what kind of hindrances there are for utilization of Logbook.
I executed the evaluation by applying the method of needs analysis. The goal was to find out what kind of needs there are for better utilization of Logbook. I gathered the research material with an online survey that was directed for the youthworkers involved in open activities, and with group interviews. With the material from the survey I formed pre-understanding of what kind of themes there are involved with the needs of utilizing Logbook. I also charted the current situation about how well the youthworkers can use Logbook in their work. The main material for the research was formed from the group interviews that made it possible to dive in deeper to the themes about the reflection and the articulation of tacit knowledge. I analysed the interviews bounded to the theoretical frame. Some theoretical point of views helped me to interpret the material but some new ideas also emerged from the material itself which made it possible for me to form a wider understanding of the subject.
I formed the recommendations for further development using SWOT analysis. The final outcomes were that youth workers think that the discussion and reflection about the work has increased because of the Logbook reporting process. More widescaled utilization of the reports in the organisation is one matter that should be developed further. It would demand taking into consideration the perspective of knowledge management. It would be possible to use the reporting process in implementation of the curriculum of youth work. One threat for the reporting process is that the organisation doesn’t invest enough recources to knowledge management.
