Keskisuurten energiantuotantoyksiköiden ja -laitosten ympäristönsuojeluvaatimukset - PIPO-asetuksen velvoitteiden seuranta

Abstract

The medium combustion plant decree (in Finnish PIPO) obliges operators to observe emissions and other environmental impacts. There are many obligations and things to observe according to different schedules. Therefore, an efficient follow-up system is much needed. The Bachelor’s thesis was commissioned by Orimattilan Lämpö Oy and its goal was to create a tool in Excel to follow all the obligations of the PIPO-decree. The theory consists of legislation behind the statute, the technique of medium combus-tion plants, emissions, and controlling them. The observation tool was created by collecting the information in an Excel sheet where operations can be organized by the time schedule or in alphabetical order. The sheet includes relevant points of the decree next to the operations. The tool has another sheet for keeping record of the operations. All the plants obliged by the PIPO-decree will find this observation tool useful. It can also be used when developing a smartphone application for the same purpose.

Keskisuuria polttolaitoksia koskeva PIPO-asetus velvoittaa toiminnanharjoittajia päästöjen ja muiden ympäristövaikutusten seurantaan. Erilaisia tarkkailtavia asioita ja aikatauluja on useita, joten toiminnanharjoittajalla on hyvä olla kattava hallintajärjestelmä seurannan toteuttamiseen. Opinnäytetyön tarkoituksena oli laatia Excel-taulukon muodossa oleva työkalu PIPO-asetuksen velvoitteiden seurantaa varten ja se tehtiin toimeksiantona Orimattilan Lämpö Oy:lle. Teoriaosuudessa käsitellään PIPO-asetuksen taustalla vaikuttavaa lainsäädäntöä, keskisuurissa energiantuotantolaitoksissa käytettävää tekniikkaa sekä savukaasupäästöjä ja niiden hallintaa. Seurantajärjestelmä toteutettiin kokoamalla tiedot Excel-taulukkoon, jota voi järjestellä toimenpiteiden tai aikataulun mukaan. Taulukossa näkyy toimenpiteiden rinnalla kyseinen PIPO-asetuksen kohta. Seurantajärjestelmässä on toinen taulukko toteutuneiden toimenpiteiden kirjaamista varten. Työssä toteutettu seurantajärjestelmä on hyödyllinen kaikille PIPO-asetusta noudattaville energiantuotantolaitoksille. Sitä voidaan myös käyttää pohjana kehitettäessä älypuhelinsovellusta PIPO-asetuksen seurantaan.
