Kemikaalien säilytys ja varastointi infra-alan rataurakoitsijan toimipisteissä ja työmailla

Abstract

Kemikaaliturvallisuus on tärkeä osa työturvallisuutta rakennusalalla. Ratatyömailla käytetään useita vaarallisiksi luokiteltuja kemikaaleja eri työvaiheissa ja vaaraominaisuuksiltaan useiden erilaisten kemikaalien varastointi asettaa haasteita niitä käyttäville yrityksille.

Euroopan unionin sekä Suomen lainsäädäntö antavat raamit kemikaalien turvalliselle varastoinnille Suomen maaperällä. Lainsäädännöt ja asetukset sekä viranomaisten ohjeistukset muuttuvat kuitenkin aika ajoin asettaen uusia velvoitteita kemikaaleja käyttäville yrityksille.

Työn tavoitteena on laatia nykyaikainen kemikaaliohjeistus työn tilaavalle infra-alan rataurakoitsijalle käsittäen erityyppisten kemikaalien varastoinnin yrityksen toimipisteissä ja työmailla. Työn tarkoituksena oli perehtyä tämänhetkisiin lakeihin ja asetuksiin koskien infra-alan yritysten vastuita kemikaalien säilytykseen ja varastointiin Suomessa.

Yrityksen varastoinnin taso kemikaalien osalta täytti lakien ja asetusten asettamat minimivaatimukset sekä työmailla että toimipisteissä. Työn tavoitteena tehty kemikaaliohjeistus toimii tulevaisuudessa yrityksen lyhyenä ja käytännönläheisenä oppaana kemikaalien varastointiin. Opinnäytetyön kirjallinen osa vastaavasti toimii yritykselle hyvänä tietolähteenä kemikaalien varastointia koskevaan lainsäädäntöön. Tutkielmassa on luottamuksellista tietoa, jota ei esitetä raportin julkisessa versiossa.

Chemical safety is an important part of occupational safety in construction industry. On track construction sites, the usage of several different hazardous chemicals in different stages of the work, and the storage of chemicals with different hazardous properties poses challenges for companies that use them.

Legislation in the European Union and Finland provides the minimum requirements for the safe storage of chemicals in Finland. However, laws and regulation as well as government guidelines change from time to time, imposing new obligations on companies that use or store chemicals on Finnish soil.

The aim of this thesis was to construct a modern chemical guideline for infrastructure track contractor regarding the storage of different types of chemicals at the company’s office warehouses and construction sites. The purpose of the thesis was to get acquainted with the current laws and regulations concerning responsibilities of infrastructure companies for the storage and warehousing of chemicals in Finland.

The company’s level of storage for chemicals met the minimum requirements set by laws and regulations at both construction sites and in office warehouses. In the future, the chemical instruction sheet made in the thesis will serve as a short and practical guide for the storage of chemicals in the company. Correspondingly, the written part of the thesis serves as a good source of information for the company on the legislation concerning the storage of chemicals.
