Tiivistelmä
Opinnäytetyön tavoitteena oli laadullisella tutkimuksella tutkia Puolustushallinnon rakennuslaitoksen kiinteistönhoidon ulkoistamisen nykytilaa sekä tarvetta tai edellytyksiä ulkoistamisen lisäämiselle tai vähentämiselle. Kiinteistönhoidon ulkoistamista valtion puolustushallinnon kiinteistöissä ei ole aiemmin tutkittu.
Rakennuslaitoksen tehtävänä on Puolustusvoimien normaaliolojen ja poikkeusolojen tehtävien edellyttämät rakentamis- ja kiinteistöjen ylläpitopalvelut.
Opinnäytetyön teoreettinen viitekehys rakentuu historian kautta kiinteistönhoidon nykytilaa tutkivaksi ja näiden pohjalta tulevaisuuden ulkoistamisen mahdollisuuksia arvioivaksi kustannusvertailun, tuottavuuden, laadun ja asiakkaan erityispiirteiden näkökulmasta. Tarkasteltavia kiinteistönhoidon osa-alueita ovat kiinteistö-, siivous- ja kunnossapitopalvelut.
Nykyisin Rakennuslaitoksen oman palvelutuotannon mitoitus perustuu asiakkaan valmiuden, turvallisuuden ja varautumisen tarpeisiin. Rakennuslaitoksen ulkoistamisaste kiinteistönhoidon osalta on kunnossapidossa 65 %, siivouksessa 44 % ja kiinteistöpalveluissa 36 %.
Tutkimuksen kustannusvertailu on tehty henkilöstökustannusten näkökulmasta. Tutkimusteni perusteella ei ole yhtään kiinteistönhoidon osa-aluetta, jossa ulkoistettu palveluntuotanto olisi edullisempaa.
Tuottavuutta ja laatua arvioitaessa Rakennuslaitoksen oman henkilöstön ja ulkoisen palveluntuottajan välillä ei havaittu eroja.
Tutkimuksessa havaittiin, että asiakkaan erityistarpeet ja vaatimukset rajoittavat Rakennuslaitoksen kiinteistönhoidon ulkoistamisen mahdollisuuksia.
Kiinteistönhoito on Rakennuslaitoksen ydinosaamista. Ulkoistamista ei voida perustella pelkästään taloudellisin, laadullisin tai tuottavuusperustein puhumattakaan asiakkaan erityistarpeiden näkökulmasta. The goal of the thesis was to study the current state of the outsourcing of the Defence Administration’s property management, as well as the need or preconditions for increasing or reducing outsourcing. The approach was qualitative. The outsourcing of the Defence Administration’s property management has not been studied previously.
The Construction Establishment of the Finnish Defence Administration is responsible for the construction and property maintenance services needed by the Finnish Defence Forces under normal and exceptional circumstances.
The theoretical framework for the thesis is based, through a historical lens, on studying the current state of property management and assessing future outsourcing opportunities in terms of cost comparison, productivity, quality, and the special characteristics of the customer. The property management sub-sectors covered by the study are property, cleaning, and maintenance services.
The Construction Establishment currently provides in-house services based on the customer’s needs in terms of readiness, security, and preparedness. In property management, its outsourcing rate is 65% in maintenance, 44% in cleaning, and 36% in property services.
The cost comparison included in the study has been conducted from the perspective of personnel expenses. Based on this research, there is no property management sub-sector in which outsourced services would be more affordable.
When assessing productivity and quality, no differences were detected between the Construction Establishment’s personnel and those of an external service provider.
The study found that the customer’s specific needs and requirements limit the opportunities to outsource the Construction Establishment’s property management.
Property management is a core competency of the Construction Establishment. Outsourcing cannot be justified only on economic, qualitative, or productivity grounds, let alone from the viewpoint of the customer’s specific needs.
