Seudullisen yhteistyön strategia vajaakuntoisten palveluissa : Verkostoyhteistyötä asiakkaiden hyväksi

Abstract

Tutkimuksessa selvitetään Keiteleen, Pielaveden, Tervon ja Vesannon kuntien vajaakuntoisten palveluiden nykytila, vahvuudet ja haasteet. Edellä mainitut kunnat kuuluvat Nilakan palvelualueeseen. Tutkimuksessa selvitetään myös kuntayhteistyön mahdollisuus palveluiden tuottamiseen, kehittämiseen ja hyvien käytäntöjen jakamiseen tulevaisuudessa. Tutkimus antaa tietoa yhteistyömahdollisuuksista toimeksiantajallemme sekä muille tutkimuksessa mukana oleville kunnille. Teoreettisena viitekehyksenä tutkimuksessa on vajaakuntoisten palvelujärjestelmä ja seudullinen palvelustrategia. Viitekehyksessä käsitellään kehitysvammahuollon, mielenterveystyön ja päihdehuollon historiaa ja nykypäivää sekä toimintaa ohjaavia lakeja. Seudulliseen palvelustrategiaan kuuluvat Paras-hanke ja kuntayhteistyön visio. Tutkimus on kvalitatiivinen ja aineisto kerättiin puolistrukturoidun kyselyllä ja teemahaastatteluilla. Kyselyn kohdejoukkona olivat kuntien sosiaalijohtajat ja vajaakuntoisten palveluista vastaavat henkilöt, ja haastattelun kohdejoukkona olivat sosiaalijohtajat. Puolistrukturoituun kyselyyn vastasi kuusi henkilöä seitsemästä. Teemahaastatteluun osallistuneita henkilöitä oli kolme. Aineisto käsiteltiin aineistolähtöisellä sisällönanalyysillä. Tällä hetkellä Nilakan palvelualueen kunnilla ei ole yhteistyötä vajaakuntoisten palveluiden alueella. Yhteisenä vahvuutena ja käytäntöinä ovat ammattitaitoinen henkilökunta. Haasteita ovat asumispalveluiden ja päivätoiminnan kehittäminen sekä kenttätyöntekijän saaminen mielenterveysasiakkaiden tueksi. Tulevaisuuden seudullisena kuntayhteistyönä nähdään verkostoyhteistyö, jonka muotona voisi olla palvelurakenteiden yhtenäistäminen. Jatkotutkimuksen aiheesta voisi tehdä liittyen palvelurakenteiden yhtenäistämiseen.

The aim of this study was to find out about the current situation, strengths and weaknesses of the service system for the disabled in the municipalities of Keitele, Pielavesi, Tervo and Vesanto. Anothed intention of the study was to find out about the possibilities of co-operation between the municipalities in producing, developing and sharing the services in the future. The theoretical framework of this study included the service system for the disabled and the regional service strategy. Furthermore, the research handled the history and the current situation of the disability services, mental health work and care for the alcohol and drug abusers and the laws which direct these services. The study was made by using the qualitative research method. The material of the study was collected by questionnaires and theme interviews. The target group for the questionnaires was the directors of social services and the persons who are responsible for the disability services. The theme interviews were made to the directors of social services. Six persons of seven responded to the questionnaire. Three persons participated in theme interviews. The material was analyzed by using the data-driven content analysis. At the moment there is not any kind of co-operation between the municipalities who participated in the study. The study revealed that the shared strength of the municipalities was professional personnel. Challenges were how to improve the residential services and day centre work and how to get a mental health worker to support the everyday life of the mental health clients. In the future the collaboration between the municipalities could be network co-operation. The form of this cooperation could be the harmonization of service structure. This study could be continued by further researching how to make the service structures similar.
