"Hyvä tavoite, kivinen tie" Nuorisotakuu sanomalehtikirjoituksissa

Abstract

Opinnäytetyö on laadullinen representaatiotutkimus. Tutkimusaineisto koostui 74 lehtikirjoituksesta, jotka oli julkaistu ajalla 1.1. – 31.3.2013 Helsingin Sanomissa, Savon Sanomissa, Satakunnan Kansassa ja Kalevassa. Tutkimustehtävänä oli kuvata ketkä saivat kirjoituksissa puheenvuoron ja miten nuorisotakuu ja koulutustakuu ilmentyivät. Lisäksi tarkasteltiin miten kuntoutus konstruoitui kirjoituksissa ja miten nuorisotakuun piiriin kuuluvia nuoria kuvattiin kirjoituksissa sekä minkälaisia positioita ja identiteettejä heille annettiin. Sanomalehtikirjoituksia tutkittiin teemoittelemalla ja tekemällä sisällön analyysi.

Opinnäytetyön teoriaosuudessa tarkastellaan nuorisotakuuta ja siihen sisältyvää kou-lutustakuuta sekä käsitteinä että eri toimijoiden näkökulmista. Kuntoutusta tarkastellaan ensisijaisesti työnhaun kontekstissa määrittyvänä ilmiönä. Lisäksi teoriaosuudessa tarkastellaan nuorten työttömyyttä, ammatillisen koulutuksen merkityksellisyyttä sekä nuoren identiteetin rakentumista.

Keskeisimpinä tuloksina voidaan todeta, että kirjoituksissa puheenvuoron saivat sekä viranomaistahot ja yksityiset henkilöt. Nuorisotakuuta käsittelevissä kirjoituksissa korostui nuorisotakuun toteuttamisen haasteet, kuten riittämättömät taloudelliset resurssit. Tärkeänä pidettiin yli sektorirajojen tehtävää yhteistyötä. Koulutustakuukes-kustelussa keskeisenä viestinä oli huoli riittämättömistä toisen asteen opiskelupaikoista. Kirjoituksissa koettiin muun muassa, että koulutuspaikkojen leikkauksissa ei ole huomioitu maakuntien erityispiirteitä. Nuoret kuvattiin analysoiduissa kirjoituksissa aktiiviksi toimijoiksi ja subjekteiksi.

This degree work is a qualitative representation study. The research material consisted of 74 newspaper articles published in the Finnish newspapers Helsingin Sanomat, Savon Sanomat, Satakunnan Kansa and Kaleva during 1.1.-31.3.2013. The research task was to determine who were given the chance to voice their opinions in the articles, and to scan how the Youth Guarantee and Training Guarantee programmes were manifested. In addition to this, the study surveyed how rehabilitation was construed in the articles, and how the young people within the Youth Guarantee programme were depicted in the writings, as well as what kind of positions and iden-tities they were given. The newspaper articles were studied by categorizing them into themes and analyzing the content.

In the theoretical part of the degree work, Youth Guarantee and the related Training Guarantee are examined both as concepts and from the perspective of the different actors. Rehabilitation is studied primarily as a phenomenon defined in the context of job searching. Moreover, the theory part will look at youth unemployment and the construction of identity among young people.

The key results of the study show that the articles gave voice both to authorities and individual people. The articles concerning the Youth Guarantee emphasized the challenges in carrying out the programme, particularly when it comes to inadequate resources. Cross-sector cooperation was seen to be crucial. In the discourse around the Training Guarantee, one of the major concerns was that the numbers of study places are cut without taking into account the special features of the different provinces. In the articles analyzed for this study, young people were described as active partners and subjects.
