Tiivistelmä
Iso-Britannia erosi lopullisesti Euroopan unionista siirtymäajan loputtua vuonna 2020. Tämä tarkoitti sitä, että Iso-Britannia ei kuulunut enää EU:n tullialueeseen eikä veroalueeseen. Brexit eli ero suoritettiin poikkeuksellisen nopealla aikataululla, joka johti siihen, että sen tuomat seuraukset olivat epäselvät. Tämä opinnäytetyö tutkii ja selventää Brexitin vaikutuksia Iso-Britannian kautta kulkeviin Pohjois-Irlannin kaupallisen tavaran maantiekuljetuksiin. Opinnäytetyö keskittyy selvittämään, kuinka ensimmäinen Brexit vuosi sujui kaupallisen tavaran kuljettamisen kannalta.
Teoreettinen viitekehys on koottu kolmesta pääteemasta, jotka ovat ulkomaankauppa Euroopan unionin näkökulmasta, tullimenettelyt ulkokaupassa sekä passitusmenettelyt. Empiirinen tutkimus suoritettiin käyttäen menetelmänä puolistrukturoitua teemahaastattelua, jossa haastateltiin viittä asiantuntijaa. Tutkimuksen teoreettinen viitekehys avaa tutkimusongelman ilmiöön liittyvän teorian ja haastattelut ilmiöön liittyvät ongelmat käytännössä.
Tutkimustuloksista selvisi, että Brexitin myötä maantiekuljetuksissa Iso-Britannian kautta Pohjois-Irlantiin hyödynnetään tullausta helpottavia passitusmenettelyitä, jotta voidaan välttää tuontitullaus Iso-Britanniaan. Lisäksi Brexitin myötä toimituksissa oli viiveitä, johtuen puutteellisista kauppalaskuista sekä viiveistä tullimuodollisuuksissa. Viiveet tullauksissa johtuivat etenkin Iso-Britannian tullin työntekijöiden osaamattomuudesta sekä volyymien kasvamisesta ulkokauppaan siirtymisen myötä. The United Kingdom permanently withdrew from the European Union after a transitional period in 2020. This meant that the UK was no longer part of the EU's customs or tax territory. The withdraw was made on an exceptionally fast schedule, which led to the consequences of the so-called Brexit being unclear. This thesis examined and clarified the effects of Brexit on the delivery of commercial goods to Northern Ireland through the United Kingdom. The thesis focused on how the first year of Brexit went in terms of transporting commercial goods.
The theoretical framework is based around three main themes, which are foreign trade from the perspective of the European Union, customs procedures in foreign trade and transit procedures. The empirical study was conducted using a semi- structured thematic interview in which five experts were interviewed. The theoretical framework of this thesis opens the theory related to the phenomenon of the research problem and the interviews demonstrated the problems related to the phenomenon in practice.
The results of the thesis showed that due to Brexit, the use of transit procedures to facilitate customs clearance for road transport through the United Kingdom to Northern Ireland was increased in order to avoid import customs clearance into the United Kingdom. In addition, there were delays in deliveries due to Brexit, because of the incomplete invoices and customs delays. Delays in customs clearance were mainly due to the incompetence of British customs staff and the increase in volumes due to the transition to foreign trade.
