Toimintaohjelma osana ennaltaehkäisevän työn suunnittelua ja toteutusta

Abstract

Kehittämisprojekti oli työelämälähtöinen ja kohdeorganisaationa toimi Perusturvakuntayhtymä Karviainen, joka tuottaa sosiaali- ja terveyspalvelut Karkkilan kaupungin ja Vihdin kunnan alueen asukkaille. Tarve kehittämisprojektille nousi kohdeorganisaatiosta.

Tavoitteena oli kirjata auki rakenteet ja suunnitelma PTKY Karviaisen toiminta-alueen terveysneuvontapalveluiden (neuvolatyön, koulu- ja opiskeluterveydenhuollon sekä nuorten ehkäisyneuvonnan) toteuttamiselle sekä tuotoksena syntyneen toimintaohjelman avulla ohjata moniammatillisen yhteistyön toteuttamista terveysneuvontapalveluissa.

Valtioneuvosto on asetuksessaan velvoittanut kuntien kansanterveystyöstä vastaavia viranomaisia hyväksymään yhtenäisen toimintaohjelman neuvolatyölle, koulu- ja opiskeluterveydenhuollolle sekä lasten ja nuorten ehkäisevälle suun terveydenhuollolle (Valtioneuvoston asetus neuvolatoiminnasta, koulu- ja opiskeluterveydenhuollosta sekä lasten ja nuorten ehkäisevästä suun terveydenhuollosta 338/2011; THL 2021c).

Kehittämisprojektin tavoite saavutettiin laatimalla tiedonhankinnan ja työpajatyöskentelyn menetelmiä hyödyntäen kirjallinen toimintaohjelma, joka kattoi terveysneuvontapalveluiden toiminnan ja keskeiset sisällöt lasten, nuorten ja perheiden näkökulmasta (THL 2021c). Tuotoksena laadittua toimintaohjelmaa voidaan hyödyntää jatkossa Länsi-Uudenmaan Hyvinvointialueen valmistelutyössä.

The development project was based on working life and the target organization was the Basic security joint municipal authority Karviainen, which provides social and health services to the residents of the city of Karkkila and the municipality of Vihti.

The need for the development project arose from the target organization. The aim was to describe in writing the structures and plan for the implementation of health counseling services in the area of Karviainen, and to guide the implementation of interprofessional co-operation in health counseling services through the resulting action program.

The government has obliged the municipal authorities responsible for public health work to approve a unified action program for health counseling services (maternal-child health centers, school and student health care and preventive oral health care for children and young people (Valtioneuvoston asetus neuvolatoiminnasta, koulu- ja opiskeluterveydenhuollosta sekä lasten ja nuorten ehkäisevästä suun terveydenhuollosta 338/2011; THL 2021c).

The goal of the development project was achieved by drawing up a written action program using the methods of information retrieval and workshop work, which covered the activities and key contents of health information services from the perspective of children, young people, and families (THL 2021c). The action program prepared as a result can be utilized in the future in the preparatory work for the Western Uusimaa Welfare Area.
