Poikkeusolojen vaikutukset pelastuslaitosten valvonta- ja turvallisuusviestintätoiminnassa

Abstract

Opinnäytetyössä tutkittiin poikkeusolojen vaikutusta kolmen pelastuslaitoksen onnettomuuksien ehkäisytoimintaan. Tarkastelun keskiössä olivat palvelutason säilyttäminen, toimivaltasuhteet, vaihtoehtoiset toimintatavat ja varautuminen. Tutkimustulokset saatiin tekemällä kolme haastattelua.

Työn aihe tuli vireille Kuntaliitossa, aihe oli kiinnostava sen erilaisuuden ja haastavuuden takia. Poikkeusolotilanne on harvinainen, minkä takia oli mielenkiintoista päästä tutkimaan sen vaikutusta tärkeän varautumisorganisaation toimintaan. Työn tavoitteena oli selvittää pelastuslaitosten varautumista ja toimintaa onnettomuuksien ehkäisyn tehtäväalueen osalta poikkeusolotilanteessa.

Osa pelastuslaitoksista toimi poikkeusolotilanteessa palvelutason vastaisesti. Päätöksentekoon liittyvät toimintamallit eivät olleet selkeitä pelastuslaitoksissa. Poikkeusoloihin ei oltu varauduttu riittävän laajasti.

Tehtyjä havaintoja voidaan hyödyntää varautumistyössä ja palvelutasopäätöksen laadintaprosessissa. Toimivaltasuhteisiin liittyvistä havainnoista tulisi keskustella johtokunnan ja kuntien (hyvinvointi-alueet vuoden 2023 alusta) kanssa, jotta toiminta ja päätöksenteko on jatkossa lainsäädännön mukaista.

The subject was chosen, because of the interest to find out, how the situation, in which accident prevention related duties could not normally be executed, was handled by the fire departments. Vesa-Pekka Tervo from the Association of Finnish Municipalities suggested the subject that seemed challenging and was worth to find out more about. The purpose was to find out how the fire departments modified their proceedings because of the coronavirus pandemic. The emergency conditions were challenging for the fire departments because the priority was to secure their own and the customers` safety. As emergency preparedness is an important task for the fire departments, it was interesting to find out how they were prepared for the emergency conditions in practice.

The main research method used in this thesis were interviews. Three persons responsible for accident prevention work from three different fire departments were interviewed. Internet sources and related literature were studied as well.

The results indicate that some fire departments did not meet the standard of the service level during the emergency conditions. The operating models considering the rules of jurisdiction were not clear, and the fire departments were not prepared enough for the emergency conditions.

The results can be used in emergency preparedness work and during the process of drawing up the service standard decision. The rules of jurisdiction in different kind of emergency conditions should be made clear. The interaction, especially the decision-making processes, between the executive boards at fire departments and the municipalities (wellbeing services counties from the beginning of 2023) should take place regularly.
