Case Askola- Kohti kokonaisarkkitehtuurin laatimista

Abstract

Lain julkisen hallinnon tietohallinnon ohjauksesta (10.6.2011/634) tarkoituksena on tehostaa julkisen hallinnon toimintaa sekä parantaa julkisia palveluja ja niiden saatavuutta. Tätä tavoitetta edistetään mm. tietojärjestelmien yhteentoimivuutta parantamalla. Lain mukaan julkisen hallinnon viranomaisen on tämän johdosta suunniteltava ja kuvattava kokonaisarkkitehtuurinsa sekä noudatettava laadittua ja ylläpidettyä kokonaisarkkitehtuuria ja sen edellyttämiä yhteentoimivuuden kuvauksia ja määrityksiä sekä toimialakohtaisia tietojärjestelmien yhteentoimivuuden kuvauksia ja määrityksiä.

Tämän johdosta myös Askolan kunnassa on laadittava kokonaisarkkitehtuuri. Opinnäytetyöni toimeksiantajana Askolan kunta haluaa aloittaa kokonaisarkkitehtuurin laatimisen ja tämän työn tarkoituksena on kuvata kunnan ICT:n nykytilaa ja tuoda esille, jos joillakin osastoilla on esityksiä, miten tietojärjestelmiä voisi kehittää.

CASE KOTIHOITO -osiossa on tarkimmin selvitetty kotihoidon nykytilanne ja sen kehittämistä. Kotihoidon kehittäminen on laajempi asia kuin vain toiminnanohjausohjelman hankinta, mutta se voi olla ensimmäinen askel koko toiminnan kehittämisessä.

Opinnäytetyön tuloksena on entistäkin selvempää kuinka tärkeää on kokonaisarkkitehtuurin laatiminen kunnassa. Kokonaisarkkitehtuurilähtöinen organisaation toiminnan kehittäminen lähtee johtamisprosessista. Johto vastaa kokonaisarkkitehtuurilähtöisen kehittämisen johtamisesta ja hallinnoinnista.

The purpose of the law on the control of the information management of public administration (10 June 2011/634) is to intensify the operation of public administration and to improve public services and their availability. This objective could be reached, for example, by improving the interoperability of information processing systems. According to this law, public authorities must design and describe their enterprise architecture. They must follow and maintain the enterprise architecture that has been drawn up, including the descriptions and specifications required to achieve interoperability. This also applies to the interopera-bility descriptions and definitions that are specific to different lines of business.

Due to this the enterprise architecture must be also drawn up in the municipality of Askola. This master’s thesis was assigned by the municipality of Askola in order to begin drawing up the enterprise architecture. The purpose of this work was to describe the present state of the ICT of the municipality and to identify, if some departments had suggestions for developing the information processing systems.

The subsection of the thesis titled Case Kotihoito introduced the present situation of home care and its development in more detail. The development of the home care is a wider matter than the acquisition of the operation control program, but it can be first step in developing the whole operation.

The thesis made it more evident how important it would be for municipalities to draw up the enterprise architecture. Developing the organizations’ operations through enterprise architecture bases on the man-agement process. The management is responsible for the management and administration of the enter-prise architecture-driven organizational development.
