Hankintaprosessin kehittäminen : Vantaan kaupungin hankintakeskus

Abstract

Opinnäytetyön tavoitteena oli kehittää Vantaan kaupungin hankintakeskuksen tavara- ja palveluhankintojen hankintaprosessia. Tutkimusongelma oli ajantasaisen ja kattavan prosessidokumentaation puuttuminen, mikä ilmeni epäyhtenäisinä työskentelytapoina, tehottomuutena hyödyntää uusia järjestelmiä sekä perehdyttämisen vaikeutena.

Työ toteutettiin toimintatutkimuksena. Tutkimusmenetelminä käytettiin sekä kvalitatiivisia että kvantitatiivisia menetelmiä. Tutkimuksen teoriaosuus käsitteli prosessien kehittämistä, projektijohtamista, muutosjohtamista sekä julkisia hankintoja. Nykytila-analyysi, empiirinen tutkimus sekä benchmarking- ja Webropol-kyselytutkimukset yhdessä teoreettisen viitekehyksen kanssa muodostivat perustan, joiden pohjalta tutkimusongelmaan haettiin ratkaisua.

Opinnäytetyön tuloksena kehitettiin kokonaisvaltainen hankintaprosessidokumentaatio, joka sisältää prosessimallinnuksen sekä toimintaohjeet ja mallipohjat keskeisistä dokumenteista. Toimintatapoja muutettiin ottamalla käyttöön projektinhallinnan menetelmiä. Lisäksi sopimusten ja toimittajayhteistyön elinkaarihallinta ja organisaation jatkuva oppiminen kuvattiin prosessiin. Kohdeorganisaatiolle suositeltiin mittareita suunnittelutarkkuuden ja läpimenoaikojen seuraamista varten, jotta toiminnasta saadaan numeerista operatiivista tietoa resurssien hallinnan, johtamisen ja päätöksenteon perustaksi.

Tutkimustuloksia mitattiin Webropol-kyselyn avulla, joka toteutettiin hankintahenkilöstön keskuudessa kehittämistehtävää ennen ja sen jälkeen. Tulokset olivat erittäin hyviä ja kehitetyn prosessin projektihallinnan menetelmät otettiin heti käyttöön uuden työntekijän perehdyttämisessä. Kehitetty dokumentaatio liitettiin osaksi Vantaan kaupungin hankintakeskuksen johtamisjärjestelmää ja se on koko kaupunkikonsernin käytettävissä yhteisessä toimintojärjestelmässä.

The purpose of this thesis was to develop the procurement process and the related instructions for managing the public procurement of goods and services at City of Vantaa Procurement Organization. The research problems were defined to be an outdated and narrow process model lacking instructions on how and where (tools) to perform the tasks. This was leading to an inefficient use of tools and inconsistent working methods. Additionally, any new personnel’s orientation was difficult.

The research was executed as an action research. Both qualitative and quantitative research methods and metrics were used. The theoretical framework of the thesis was based on the theories of process development, project management, change management and public procurement. The present state analysis, empirical research, Webropol and benchmarking surveys together with the theoretical framework constituted the solutions for the research problem.

The developed process management documentation and tool defined the updated roles and responsibilities, instructions on activities, templates of process documents and project management methods. The life-cycles of project, contract and supplier management were also described. A process model for further development of process variations for procurement was also created. The means to measure the planning accuracy of project planning and studying the lead-time of project implementation were also recommended in the thesis. This monitoring was recommended for getting fact-based data for resource planning, management and decision making.

The efforts of the development project were studied by conducting a Webropol survey within the procurement personnel before and after the project. The result was very successful. The thesis succeeded in implementing a complete and fully-functional process management tool and instructions, which were immediately taken into use within the organization. Additionally, a new project management working method was taken into use. The documentation is taken as part of the management system and is available for all the City of Vantaa organizations.
