OSAAMISKARTOITUKSEN KEHYS : Case Lapin ammattikorkeakoulun tietohallinto

Abstract

Lapin ammattikorkeakoulun tietohallinnolle on määritelty kehys osaamisen kehittämiselle. Kehys muodostuu henkilöstöpolitiikan ja lakisääteisen koko-naisarkkitehtuurityön kautta.

Osaamiskartoituksen aloittamisen tueksi opinnäytetyössä analysoidaan kehys ja tutkitaan kehyksessä annetut vaatimukset. Vaatimukset avattiin laadullisen tutkimuksen mukaiseen kysymysasetteluun. Kysymysasettelun tukena käyte-tään kehykseen soveltuvien julkaisujen antamaa analyysiä osaamiskartoituk-sen määrällisen mittariston laadinnassa.

Osaamiskartoituksen toteuttaminen edellyttää tuotettavien palvelujen analy-sointia. Analysoinnin tueksi esitellään kokonaisarkkitehtuuriin liittyvä tapa jä-sentää tietohallinnon toimintaympäristö ja sen vaatimuksia. Jäsentelylle esite-tään esimerkkejä toteutustavasta osaamiskartoituksen toteuttamiseksi.

Osaamiskartoituksen toteuttamiseen esitetään projektimuotoista etenemista-paa. Projektimuotoisen etenemistavan tueksi on laadittu projektisuunnitelma, jonka toteutus konkretisoi tehtävät, resursoinnin ja aikataulun.

The information management of Lapland University of Applied Sciences for the developing of know-how has been defined for the framework. The frame-work is formed through the staff policy and through the legal enterprise archi-tecture.

To support the beginning of the know-how surveying the framework is ana-lyzed in the study and the demands which are given in the framework are stud-ied. The demands were opened according to the framing of a question which is in accordance with a qualitative study. The analysis given by the publications which are suitable for the framework is used as a support of the framing of a question in the compilation of the quantitative indicator of the know-how sur-veying.

Carrying out the know-how surveying requires the analysis of the services to be produced. The way of structuring the information management environment related to the enterprise architecture is presented to support the analysis.

A project-based procedure is presented for the carrying out the know-how sur-veying. To support the project progress way a project plan has been drawn up the implementation of which concretizes the tasks, the resources and the schedule.
