Tiivistelmä
Opinnäytetyön tarkoituksena sekä kehittämistehtävänä on valmistaa perehdyttämiskansio Oulunseudun oikeusaputoimistoon. Perehdyttämiskansioon kuuluu myös perehdytyssuunnitelman pohja, joka toimii perehdytyksen tukimateriaalina. Teoriaosuus vastaa kysymyksiin miten oikeusapua voi saada, kuka siihen on oikeutettu sekä minkälaisia etuuksia oikeusapu sisältää. Työ on lainopillinen, se on tehty tutkimalla lakeja ja asetuksia, tärkeimpinä näistä ovat oikeusapulaki ja valtioneuvoston asetus oikeusavusta. Tämä opinnäytetyö on suoritettu Oulunseudun Oikeusaputoimiston toimeksiantona.
Oma harjoitteluaika toimeksiantajalla antoi hyvän tietopohjan ja näkemyksen perehdyttämiskansion valmistusta varten. Lisäksi keskustelut ja haastattelut oikeusaputoimiston henkilöstön kanssa auttoivat rakentamaan juuri kyseessä olevan oikeusaputoimiston tarpeisiin vastaavan kansion. Kansio soveltuu erityisesti oikeusapusihteerin tehtäviin tuleville sekä harjoitteluun tuleville. Kansio toimii perustietopakettina myös muihin tehtäviin tuleville.
Perehdyttämiskansion sisällössä ja ulkoasussa on pyritty ytimekkääseen ja selkeään ilmaisuun. Perehdyttämiskansio on tuotettu sähköisessä muodossa, näin ollen perehdyttäjä pystyy muokkaamaan sen sisältöä ja siten kansiota voidaan päivittää tarpeen vaatiessa. Sähköiseen perehdyttämiskansioon on linkitetty tärkeimmät ohjeistukset, joten lisätietoa on helposti saatavilla ja ne on koottu yhteen paikkaan toimeksiantajan verkkolevylle.
Oikeusaputoimistolla ei ennestään ole koottua perehdyttämismateriaalia. Opinnäytetyön tuloksena tehty perehdyttämiskansio vastaa toimeksiantajan tarpeeseen. Kansion tavoitteena on tehostaa ja helpottaa perehdyttämistyötä sekä auttaa työhön perehtyjää tutustumaan uuteen työpaikkaan ja tehtäviin. The purpose and the development task of this Bachelor’s thesis are to prepare an induction folder for the legal aid office of Oulunseutu. The induction folder also includes a basis for the induction plan. This will serve as support for the orientation material. The theory section of this thesis answers questions how to get legal aid, who is entitled to legal aid and what kind of benefits the legal aid contains. This study was executed by using legal dogmatics which means that laws and decrees are examined in order to elicit answers to the question of how the judicial system operates in the subject of legal aid. Important sources of information regarding this matter included Legal Aid Act and Government Decree on Legal Aid. This thesis has been carried out as an assignment for the legal aid office of Oulunseutu.
The authors own training period at Oulunseutu legal aid office gave a good perception and the knowledge for the preparation of the introduction folder. Furthermore, the discussions and interviews with the staff helped to create a folder which responds precisely to the needs of this particular legal aid office. The folder is especially suitable for the ones who come to practise the profession of legal aid secretary as a new member in to the organisation or as a trainee. The folder serves to the ones managing other tasks as a familiarising material to the organisation.
The content and appearance of the induction folder strives for clear and pithy expression. The documentation of the folder has been produced in an electric form, and thus the content is free for alteration and can be updated easily. The electric form also gives access to important instructions via links placed throughout the whole document. The instructions have been gathered to a one place in the network system of the office.
The legal aid office is not provided with assembled induction material. This thesis is an answer to this need. The objective of the folder is to make the orientation process more effective and to help the new member of the organisation to adjust to the new environment and the tasks at hand.
