"Todettu Hanna-äidin seinään tuijottavat silmät ja vähän muutakin" : asiakaskertomusten dokumentointiohjeet sosiaalitoimiston lastensuojelun perhetyöntekijöille

Abstract

Opinnäytetyössä käsiteltiin sitä, miten perhetyöntekijät dokumentoivat asiakaskertomuksia sosiaalitoimiston lastensuojelussa. Työ on monimuotoinen opinnäytetyö, joka jakaantuu kirjalliseen raporttiosaan ja tuotokseen, joka sisältää asiakaskertomusten dokumentointiohjeet.

Sosiaalityön dokumentoinnille ei ole vielä olemassa valtakunnallisia ohjeita, vaan kaupungit voivat antaa omia ohjeitaan. Lisäksi työtiimeissä voi olla yhteisesti sovittuja dokumentointitapoja. Tämä työ tehtiin tukemaan ja selkeyttämään Raaseporin sosiaalitoimiston perhetyöntekijöiden dokumentointityötä. Raaseporin lastensuojelutiimiltä puuttuivat yhtenäiset dokumentointikäytännöt.

Opinnäytetyön tavoitteena oli tehdä dokumentointiohjeet, jotka antavat perhetyöntekijälle tietoa siitä, miten tehdä eettisesti ja juridisesti kestäviä asiakaskertomuksia ja miten osallistaa asiakas dokumentointiin. Ohjeet antoivat tietoa siitä, miksi on dokumentoitava, mitä on dokumentoitava ja miten on dokumentoitava. Ohjeiden perusteet löytyvät raporttiosasta.

Ohjeiden perusteita haettiin lainsäädännöstä ja kirjallisesta materiaalista, joita peilattiin käytännön dokumentointihaasteisiin. Näistä lähteistä löytyi perusteita, joista pystyi rakentamaan tiiviit ohjeet asiakaskertomusten dokumentointiin.

Perhetyöntekijän vastuulla on dokumentoida asiakaskertomukseen oleelliset asiat asiakaskontaktista – ja jättää dokumentoimatta epäoleelliset asiat. Sosiaalihuoltoon on lähivuosina tulossa malli, jonka tavoitteena on yhtenäistää dokumentointikäytäntöjä valtakunnallisesti. Nähtäväksi jää, miten tämä malli vaikuttaa perhetyöntekijöiden asiakaskertomusten dokumentointiin. Tämä opinnäytetyö haastaa perhetyöntekijöitä kehittämään dokumentointitapoja Raaseporin lastensuojelussa.

The aim of this Bachelor´s Thesis was to consider the needs and problematics of documentation concerning family work in the child welfare of the social welfare office in Raasepori. I particularly focused on the document named client story. The study was conducted as a multiform work consisting of a literature review and the compilation of instructions to guide family workers when creating client stories. I covered literature within social services, social legislation and reports produced by development projects in the field of the social services. By my understanding that I have obtained through my professional experience the literature review pointed out that there was a lack of instructions for documentation of social work, and that there was a need to create such instructions not only on a municipal but also on a nationwide level. The legislative and academic texts offered a sufficient base for the development of such instructions. These answered questions like why, what and how documentation should be carried out in an ethically and juridically coherent fashion. A special remark must be made about the requirement on the documentation process to be participative with respect to the client: The client must be given a chance to overview, give feedback and accept the client story and the approved client stories must be given or posted to the client. I wanted the instruction guidelines to be very hands-on, compact and specific to serve the family workers at the Raasepori Social Welfare Office. This way there may be a chance for these instructions to be taken into practice despite the pressures in everyday work. I hope the first version of the guidelines will serve as a starting point to develop them further.
