Trafficking in human beings, also called trafficking in persons or human trafficking is one of the most serious global problems, threatening human rights and dignity. The anti-trafficking action in Finland has developed significantly in recent years due to the different programs and plans of action that have been implemented and assessed.
The aim of the thesis was to increase the knowledge on the latest guidelines and produce guidance on trafficking in human beings for the social and healthcare professionals of the work life partner Keusote. Keusote is the wellbeing services county that organizes social and healthcare services in Central Uusimaa, Finland. The objectives of this study consist of combining the latest national and international guidelines, recommendations and evidence on trafficking in human beings and taking the collected information to the Keusote personnel and work with them to develop their code of conduct further together.
The thesis was conducted as a work life development project with the immigration service unit of Keusote. The social and health care professionals of Keusote were trained more thoroughly about trafficking in human beings and were brought up to date about the latest guidelines and ongoing changes. The background literature of the study was gathered by combining the main national and international guidelines and recommendations related to trafficking in human beings. The key information collected from previously mentioned sources was summarized into a compact information package, which was presented to Keusote’s staff in a workshop. The workshop consisted of informing the key issues, working together, sharing thoughts and gathering feedback of the project. The material produced in the workshop was analyzed and turned into development ideas.
The results showed that a service path with clear instructions and joint guidance is needed in Keusote and between the wellbeing services counties. Naming a separate expert of trafficking in human beings and arranging a mutual discussion regularly ensure receiving the latest vital information and this way an equal competence of Keusote’s professionals. The preventive perspective should be taken into account in all the training and work done in Keusote.
The results gathered from the output of the workshop were completed with the latest theory and it will serve as a baseline framework for Keusote, for them to develop their own code of conduct and include the intake from the development project to their functions. As a final product a compact poster was created for the Keusote professionals to return to.
This development project strives to give new information and perspectives for the professionals and the people interested to learn more about trafficking in human beings.
