This product-oriented thesis was written in co-operation with Helsinki Deaconess Institute’s Hoiva Ltd during the summer and fall of 2018. The product requested by the organization was a procedures manual for their scattered housing unit. Scattered housing refers to a form of supported housing, where the service user receives the necessary services in their home.
The manual describes different policies and practices of the unit, as well as structures mandated by legislation and contracts. The aim was to standardize future work, support the workers by making relevant information easily accessible, and to serve as training material for new employees. The process was hoped to initiate discussion about existing policies and identify possible needs for development.
The information used in the manual was gathered from existing materials at the unit, the organization’s guidelines, legislation, contract with the city and materials produced about the Housing first principle. Information concerning everyday work of the unit was gathered from the two full-time workers at the unit using a semi-structured theme interview method and consultative discussions. Additionally, first-hand experience was gained when I worked full-time at the unit during the summer.
The legislation, organization’s own guidelines, contract with the city and the Housing first principle were found to form a cohesive approach to the work, with a shared view of the service user as an active, empowered and protect-ed recipient of support housing services - emphasising human rights and dignity. This view was also reflected in the interviews of the workers. Developmental suggestions were made concerning the need for further research from workers’ and service users’ point of view and creating materials for the service users.
