Tiivistelmä
Tämän opinnäytetyön tarkoitus on selvittää, miten lapsen osallisuus on huomioitu huostaanottoprosessissa viranomaisen näkökulmasta. Kyselyssä selvitetään, millainen on työntekijöiden kokemus siitä, tuliko lapsi kuulluksi häntä itseään koskevassa päätöksenteossa.
Tavoitteena oli tuoda lasten ääni kuuluviin viranomaisten näkökulmasta ja selvittää miten lasten ääni huomioidaan huostaanottoprosessin eri vaiheissa.
Haastattelumetodinamme käytimme puolistrukturoitua haastattelua eli teemahaastattelua, jonka pohjalta laadimme opinnäyteyömme. Haastattelut teimme keväällä 2019.
Tutkimuskysymyksenä opinnäyteyössä on, miten lapsen osallisuus on huomioitu huostaanottoprosessissa viranomaisen näkökulmasta.
Opinnäytetyömme yhteistyökumppanina toimii Oulun kaupungin lähikunta ja sen kunnan lastensuojelun viranomaiset. Haastattelujen perusteella kunnan lastensuojelu toimi moitteettomasti ja lasten osallisuus oli vahvana koko huostaanottoprosessin ajan, sekä lasta kuultiin ja hänen toiveitaan kunnioitettiin häntä itseään koskevassa päätöksenteossa.
Jatkotutkimuksessa haastattelisimme lapsia, miten he kokevat osallisuuden toteutumisen huostaanottoprosessissa ja näin saisimme lasten oman äänen kuuluviin. The purpose of this thesis was to find out how children’s inclusion has been taken care of in the custody process from the authorities’ point of view. A survey was made to people who work in social services and the purpose of this survey was to find out how those social workers feel the children have been listened to in the custody process and how the children’s voice has been heard in matters concerning the child itself. The aim was to make the children’s voice heard from the authorities’ point of view and to find out how this children’s voice has been heard and taken into account when concerning the children’s matters in the different phases of the custody process.
In this study a half-structured, i.e. a theme interview was used as the survey method and this report is based on that interview. The survey was sent to social workers who worked in child welfare in spring 2019. The research question in this study was how children’s inclusion has been taken care of in the custody process from the authorities’ point of view.
The research partner in this study was a small town near the Oulu region, Finland, and the town’s social workers that work in children’s custody process and child welfare. Based on the interview questions it was found out that this town’s child welfare works very well without any negative notifications and the children’s inclusion was strong during the whole custody process. The children were heard, and the children’s wishes were listened to when making decisions about their custody matters.
In continuation, the children in the custody process should be interviewed about how they feel the inclusion becomes true in the custody process and in that way the children’s own voice could be heard instead of the authorities.
