Tiivistelmä
Tässä opinnäytetyössä käsitellään Helsingin kaupungin jonotyön tuettuun asumiseen jonottavien asunnottomien asiakkaiden palvelutarvetta. Näyttää siltä, että moni asunnoton tarvitsisi sosiaali- ja terveyspalveluita, mutta useat asunnottomat eivät ole palveluiden piirissä ja palveluihin pääsy on haasteellista. Usein ongelmat ovat kasaantuneet ja asunnoton tarvitsee useamman palvelun palveluita samanaikaisesti. Opinnäytetyön tavoitteena on, että asunnottomien asiakkaiden palvelutarve ja sen kehittämishaaste tunnistetaan. Näin asunnottomille asiakkaille voidaan kohdentaa ja tarjota entistä paremmin palveluita kasaantuneen huono-osaisuuden ehkäisemiseksi.
Tämä opinnäytetyö on kyselytutkimus, jossa määrällisin sekä laadullisin keinoin haettiin vastauksia kahteen tutkimuskysymykseen. Aineistona opinnäytetyössä toimi asumisen tuen jonotyön täyttämän kyselyn tulokset. Aineisto kerättiin sähköisellä kyselylomakkeella 1.3.2021–30.4.2021 välisenä aikana. Kyselyyn vastasivat jonotyön työntekijät. Kyselyn vastaukset käsiteltiin määrällisen ja laadullisen aineiston analyysillä.
Opinnäytetyön tulosten mukaan on paljon asunnottomia asiakkaita, jotka ovat poissa palveluiden piiristä. Asiakkailla oli sosiaali- ja terveyspalveluiden tarvetta, mutta palveluihin pääsy koettiin vaikeana. Suurin osa tavatuista asiakkaista oli miehiä, jotka olivat 18–29- tai 30–45-vuotiaita. Asiakkaiden tavoittaminen oli haasteellista ja työ vaati usein useamman verkoston kanssa tehtävää yhteistyötä. Kaksoisdiagnoosiasiakkaiden hoidon haasteellisuus ja hoitoon pääsyn vaikeus, yhteistyö eri tahojen kanssa, tuetun asumisen jonotusajat sekä soveltuvien asuntojen puute nousivat kehittämiskohteiksi. This thesis discusses the need of services for people experiencing homelessness who are queuing for supportive housing in the city of Helsinki, Finland. It seems that many homeless individuals are in need of health care and social services, but a large number of the homeless are not covered by these services and access to these services is challenging. Homeless individuals often face many challenges at the same time, which leads to the need of multiple services simultaneously. The aim of this thesis was to identify the need of services for the homeless and to identify the challenges of developing these services. This allows for allocation and enhancement of services for the homeless in order to prevent cumulative disadvantage.
The research method in this thesis was a survey in which quantitative and qualitative methods were used to answer two research questions. The data of this thesis is derived from the survey. The data was collected through an electronic questionnaire during the time period of March 1, 2021 to April 30, 2021. The survey was completed by the staff assisting homeless people queuing for supportive housing. Responses to the survey were processed through an analysis of quantitative and qualitative data.
According to the results of this thesis, there are a large number of homeless individuals who are outside the scope of services. Customers reported the need of health care and social services, but access to these services was perceived as difficult. Most of the customers were males who were between the ages of 18–29 or 30–45 years old. Reaching customers was challenging and often required collaboration with more than one network. The main areas of development were the challenges of treating dual-diagnosis customers and the difficulty in accessing treatment, cooperation with different health care and social service entities, waiting times for supportive housing, and lack of suitable housing.
