Tiivistelmä
Tämän tutkimuksellisen kehittämistyön tavoitteena oli suunnitella kaikkiin Helsingin terveys- ja hyvinvointikeskuksiin yleistettävissä oleva konsepti, joka kokoaa keskuksen aulan monialaisen toiminnan yhtenäiseksi kokonaisuudeksi. Helsingin kaupunki uudistaa parhaillaan sosiaali- ja terveyspalvelujaan. Suuri osa aikuisväestön sosiaali- ja terveyspalveluista kootaan terveys- ja hyvinvointikeskuksiin. Kalasataman terveys- ja hyvinvointikeskukseen saapuu aulan kautta päivittäin 1000 – 1500 asiakasta. Tutkimuksellista kehittämistyötä ohjanneet tutkimuskysymykset olivat: 1. Mitä elementtejä hyvinvointipalveluekosysteemin mukaisessa konseptissa tulisi olla, jotta se vastaisi asiakkaiden ja henkilöstön tarpeisiin? 2. Mitä toimivan ja yhtenäisen monitoimijaisen konseptin toteutuminen vaatii terveys- ja hyvinvointikontekstissa?
Tutkimuksellisen kehittämistyön lähestymistapana käytettiin palvelumuotoilua. Kehittämistyössä hyödynnetty palvelumuotoiluprosessi pohjautuu Ojasalon, Koskelon ja Nousiaisen prosessimalliin. Malli koostuu neljästä vaiheesta: kartoita ja ymmärrä, ennakoi ja ideoi, mallinna ja arvioi sekä konseptoi ja vaikuta. Tutkimuksellista kehittämistyötä ohjaavan tietoperustan merkittävimmät osatekijät ovat hyvinvointipalveluekosysteemiajattelu, arvon muodostuminen ja yhteiskehittäminen erityisesti julkisten palvelujen kontekstissa. Kartoitusvaiheessa ymmärrystä kerättiin asiakkailta, henkilöstöltä ja sidosryhmiltä haastatteluilla, havainnoinnilla ja yhteiskehittämisen menetelmillä. Kerätty ymmärrys analysoitiin sisällönanalyysin ja samankaltaisuuskaavion avulla ja siirrettiin jatkokäyttöä varten empatiakarttaan ja arvoehdotuskanvaaseihin. Ideointivaiheessa asiakkailta ja henkilöstöltä kerättiin ideoita aulan palvelujen parantamiseksi. Ideat analysoitiin ja niitä hyödynnettiin konseptia muodostettaessa. Mallinnusvaiheessa konseptin kehittäminen jatkui henkilöstön työpajassa, jossa osallistujat suunnittelivat kolme konseptiehdotusta. Konseptointivaiheessa konseptiehdotuksia muokattiin ja yhdistettiin ja niistä muodostettiin yksi konsepti.
Palvelumuotoiluprosessin ja kehittämistyötä ohjaavan tietoperustan synteesinä syntyi Tapahtumatori-konsepti. Tapahtumatori-konsepti vastaa kehittämistyötä ohjanneisiin kysymyksiin ja muodostaa kokonaisuuden, joka sisältää toimivan, asiakaskeskeisen ja monitoimijaisen konseptin elementit. Asiakkaiden ja henkilöstön tarpeisiin vastaavan hyvinvointipalveluekosysteemiin pohjautuvan konseptin keskeiset elementit ovat yhteiskehittäminen, asiakkaiden osallistaminen, läpinäkyvä päätöksenteko sekä asiakkaiden tarpeisiin vastaavat palvelut ja palveluntarjoajat. Yhtenäinen ja toimiva konsepti vaatii koordinaatiota, viestintää, johdon ja henkilöstön sitoutumista ja henkilöstökeskeistä suunnittelua.
Tämä tutkimuksellinen kehittämistyö tarjoaa sekä tieteellistä että käytännöllistä hyötyä Helsingin kaupungille ja muille kunnille. Merkittävin tieteellinen hyöty on hyvinvointipalveluekosysteemin ja monitoimijaisen yhteiskehittämisen hyödyntämisen mahdollisuuksien tarkastelu julkisten palvelujen muotoilussa. Kehittämistehtävää varten kerätty ja analysoitu syvällinen ymmärrys tarjoaa monipuolista tietoa palvelujen kehittämisen pohjaksi tulevaisuudessa, kun kehitetään käyttäjälähtöisiä palveluja kunnissa. Tapahtumatori-konseptin elementit on kuvattu perusteellisesti, mikä mahdollistaa konseptin toteutuksen muissa Helsingin kaupungin terveys- ja hyvinvointikeskuksissa ja muissa kunnissa. Lisäksi tutkimuksellinen kehittämistehtävä täydentää palvelumuotoilun lähestymistavalla toteutettujen julkisten palvelujen innovaatioiden kasvavaa kenttää.

The primary purpose of this thesis was to conceptualise the multi-stakeholder services located in the lobby of Kalasatama Health and Well-being Centre. The City of Helsinki is renewing its social and health services. The health care centres are united with the social services and developed into Health and Well-being Centres. Around 1000 to 1500 customers pass through the Kalasatama Health and Well-being Centre lobby each day. The aim of the thesis was to create a concept that would create a solution to an incoherent number of services located in the lobby. The thesis also aimed at developing a concept that could be scaled to all Health and Well-being Centres in the City of Helsinki. The research questions guiding the process were: 1. What components does a health care service ecosystem-based concept require in order to meet the needs of customers and employees? 2. What does a functional and coherent multi-stakeholder concept require in the context of health and well-being?
The thesis is based on the framework and methodology of service design. In addition, the theoretical framework of the thesis consists of literature on health care service ecosystem, co-creation and value co-creation in a multi-stakeholder context. The service design process used in the thesis is based on the conceptual framework for service innovation by Ojasalo, Koskelo and Nousiainen. The model is based on foresight and design thinking. The model consists of four phases: Map and understand, Forecast and ideate, Model and evaluate, Conceptualize and influence.
In the map and understand phase insight was collected from customers, employees and stakeholders. Insight was collected using interviews, observation and co-creational methods. The gathered insight was analysed using content analysis and affinity mapping and then transferred into value proposition canvases and an empathy map for further use. In the ideating phase, ideas from customers and employees were gathered and analysed. The development of the concept was carried out in an employee workshop in the modelling phase. In the workshop participants created three suggestions for the concept. In the conceptualising phase the three suggestions were merged into a single concept using napkin pitches and forced connections.
The service design process combined with the theoretical background resulted in the Event Square concept. The Event Square concept answers the research questions by introducing a concept that contains both tangible and intangible aspects of a functional customer-centered multi-stakeholder concept. The required components for a health care service ecosystem-based concept are co-creation, customer participation, transparent decision making and stakeholders and services that meet customer needs. A functioning and coherent concept requires coordination, communication, commitment of staff and management as well as employee-centered design.
This thesis provides both scientific and practical benefits for the City of Helsinki and other cities. The main scientific benefit is examining the health care service ecosystem and multi-stakeholder co-creation in designing public services. The profound insight collected and analysed in the thesis provides comprehensive data for future service development. The components of the concept are described in detail and offer a practical procedure for implementing a multi-stakeholder concept in other Health and Well-being Centres and other cities. Finally, the thesis contributes to the growing field of service design implemented in public service and health care innovations.
