The objective of the thesis is to delve into Finland 's evolution in education export, tracing its roots from the 1960s educational reforms to the official launch in 2008. The study scrutinizes the shift from a non-profit model to a commercial venture, emphasizing the need to balance commercialization with academic, social, and cultural considerations. Its objectives to unravel Finland's distinctive features, competitive factors, and the role of education policies in the success of its export programs.
Education export involves intentional cross-border transfer of educational services, with key features including intellectual and financial capital, attractiveness, legitimacy, and skilled staff. Competitive factors span from reputation, alliances, program diversity, to effective technology use. Policies contributing to success embrace equity, equality, and innovative learning.
Employing a qualitative systematic review with content analysis, the study synthesizes insights from 22 selected articles, revealing Finland's reliance on its strong human capital, positive policies, and technology integration for success. Recommendations advocate exploring challenges faced by Finland and urging primary data collection to overcome systematic review limitations. Ultimately, the findings contribute to understanding the significance of education export in Finland's global trade agenda.
