Tiivistelmä
Opinnäytetyö toteutettiin tutkimuksellisena ja kehittämistyyppisenä työnä yhteistyössä Perhepalvelut Oivan kanssa. Tarkoituksena oli kehittää Oivan toimintaa luomalla hyvän kohtelun suunnitelma heidän perhekuntoutusyksikköihinsä. Lastensuojelulaissa on määritelty sijaishuoltoon tehtävän hyvää kohtelua koskevan suunnitelman sisällöstä ja tekemisestä. Samanlaista lakisääteistä velvoitetta ei ole avohuollon perhekuntoutuksessa, mutta hyvän kohtelun suunnitelmia on myös sinne etenevässä määrin tulossa.
Opinnäytetyön kehittämistehtävänä oli tehdä hyvän kohtelun suunnitelma Perhepalvelut Oivan perhekuntoutusyksiköihin Vantaalle, Lempäälään ja Jyväskylään. Opinnäytetyön tavoitteena oli tuoda esille lasten, vanhempien ja työntekijöiden näkemyksiä hyvästä kohtelusta sekä tehdä niiden pohjalta hyvän kohtelun suunnitelma. Suunnitelman tavoitteena on toimia konkreettisena välineenä, jota voidaan käyttää hyvän kohtelun sekä lasten oikeuksiin liittyvien keskustelujen tukena.
Tietoperustassa käsiteltiin lastensuojelua kokonaisuudessaan, mutta keskittyen erityisesti avohuollon tukitoimiin ja perhekuntoutukseen sekä niissä käytettyihin työskentelytapoihin. Lisäksi tietoperustassa käsiteltiin lastensuojelun laatusuosituksia, lapsen oikeuksia ja osallisuutta sekä hyvän kohtelun suunnitelmaa. Kehittämistoimintaa kuvattiin lineaarisen mallin avulla. Hyvään kohteluun ja lasten oikeuksiin liittyviä näkemyksiä kartoitettiin kvalitatiivisella tutkielmalla. Aineistonkeruumenetelmänä oli puolistrukturoidut haastattelut ja analyysimenetelmänä aineistolähtöinen analyysi.
Perhekuntoutukseen on tulossa hyvän kohtelun suunnitelmia, mutta tarkkoja ohjeita sen tekemiselle ei vielä ole. Avohuollossa ei myöskään käytetä rajoitustoimenpiteitä, minkä takia hyvän kohtelun suunnitelman rakenne eroaa sijais- ja avohuollon välillä. Oivan perhe-kuntoutusyksiköiden lapset, vanhemmat ja työntekijät ovat haastatteluiden kautta osallistuneet hyvän kohtelun suunnitelman tekemiseen. Suunnitelma havainnollistaa hyvään kohteluun liittyviä periaatteita ja lapsen oikeuksien huomioimista perhekuntoutusyksiköiden arjessa. Tulevaisuudessa Oivan henkilöstö ja perheet voivat täydentää nykyistä suunnitelmaa ja lisätä siihen uusia aiheita, jolloin suunnitelmalle muovautuu oma rakenne ja sisältö. This Bachelor’s thesis was carried out as a development-based qualitative study in cooperation with Family Services Oiva. The purpose of the thesis was to develop the operation of Family Services Oiva’s family rehabilitation centers by creating a Plan for Good Treatment for all Oiva's family rehabilitation centers. The Child Protection Act defines the content and creation of the good treatment plan for foster care. Although there is no similar statutory obligation in outpatient care family rehabilitation, these plans are gradually being incorporated into that domain.
The development task of the thesis was to make a Good Treatment Plan for Oiva’s family rehabilitation centers in Vantaa, Lempäälä, and Jyväskylä. The aims were to bring forth the views of children, parents, and the working group on good treatment and create a Good Treatment Plan based upon them. The purpose of this tool was to support discussions related to good treatment and children's rights.
In the theoretical background, child protection was discussed as a whole, but with emphasis on family rehabilitation, outpatient care support, and the working methods used in them. Quality recommendations for child welfare, children's rights and participation, and the Plan for Good Treatment were addressed. The stages of the development work were described using a linear model. Views regarding good treatment and children’s rights were mapped through a qualitative study. Semi-structured theme interviews were used as a collection method and qualitative content analysis as an analytical method.
Good Treatment Plans are increasingly coming to family rehabilitation, but there are no precise instructions for the plan’s structure yet. Outpatient care does not use restrictive measures, so the structure of Good Treatment Plans differs between foster and outpatient care. The children, parents, and the workgroup of Oiva’s family rehabilitation centers have participated in the interviews to create the Good Treatment Plan. The plan illustrates good treatment and children’s rights in the everyday life of family rehabilitation centers. In the future, Oiva’s personnel and families can complement the current Good Treatment Plan and add new topics, in which case the plan will have its own structure and content.
