The objective of this thesis was to establish guidelines for MLC, 2006 flag-state inspections in Finland and consolidate all documents providing guidance to inspectors in the country. The outcomes of this thesis would serve as the foundation for training new inspectors and providing direction to those already familiar with the field.
Initially, relevant regulations, preparatory documents, and existing guidance materials were identified to gather pertinent information for ongoing inspections. Subsequently, the regulatory oversight system in Finland was outlined to provide context for the necessity of these guidelines. Following this, the ILO international training centres' model course for national flag-state inspectors of MLC, 2006 was examined and summarized. Identified implementation issues and challenges associated with applying MLC, 2006 at a national level were reviewed to determine whether they should be addressed within the guidelines or excluded from their scope.
The final step involved the collation and editing of the gathered information into a functional guideline, which was designed as a dynamic document to accommodate future changes. In conclusion, the thesis provided a guideline model course to the Regional State Administrative Agencies, with the aim of enhancing the competence of their flag-state inspectors in conducting MLC, 2006 inspections.
