Whistleblower-direktiivi ja ilmoituskanavan käyttöönotto kohdeyrityksessä

Abstract

Opinnäytetyön tarkoituksena oli tutkia whistleblower-ilmoituskanavan käyttöönottoa kohdeorganisaatiossa. Tavoitteena on syventyä teoreettiseen viitekehykseen, joka käsittää muun muassa whistleblower-direktiivin ja ilmoittajansuojelulain sekä niiden tarjoaman oikeudellisen ja eettisen kehyksen ilmoituskanavan perustamiselle ja toiminnalle. Tutkimuksessa tarkasteltiin ilmoituskanavan käyttöönottoon liittyviä käytännön näkökohtia, kuten henkilötietojen käsittelyä, tietosuojan vaikutusten arviointia ja ilmoituskanavan hallintaa.

Kohdeyrityksessä suoritettiin laaja kartoitus ilmoituskanavan tarpeista ja mahdollisista järjestelmätoimittajista, mikä vaatii huolellista perehtymistä asiaan sekä arviointia. Tavoitteena oli kartoittaa kohdeorganisaation tarpeet ilmoituskanavalle ja ohjata organisaatiota kohti onnistunutta ilmoituskanavan käyttöönottoa. Tutkimuksen menetelminä hyödynnetään sekä kyselytutkimusta että teemahaastatteluja, joiden avulla pyritään kattavasti selvittämään organisaation tarpeita ja odotuksia ilmoituskanavan suhteen. Tutkimusprosessin aikana kiinnitettiin erityistä huomiota tutkimuksen eettisyyteen ja luotettavuuteen tulosten pätevyyden ja käyttökelpoisuuden varmistamiseksi. Tutkimuksen tuloksien avulla kohdeorganisaatiossa käyttöönotettiin ilmoituskanava sekä suoritettiin asianmukainen viestintä ja koulutus.

Opinnäytetyön tulokset tarjoavat arvokasta tietoa niille organisaatioille, jotka harkitsevat tai suunnittelevat whistleblower-kanavan käyttöönottoa omassa toiminnassaan. Tutkimuksen avulla pyritään edistämään ymmärrystä whistleblower-ilmoituskanavan käyttöönottoprosessista ja siinä huomioitavista tekijöistä.

The study aimed to investigate the implementation of a whistleblower reporting channel in the target organization. The goal was to delve into the theoretical framework, which includes, among other things, the whistleblower directive and the whistleblower protection law, and the legal and ethical framework they provide for establishing and operating the reporting channel. The study examined practical aspects related to the implementation of the reporting channel, such as the handling of personal data, the assessment of the impact of data protection, and the management of the reporting channel.

A comprehensive survey of the needs for the reporting channel and possible system suppliers was conducted in the target company, requiring careful familiarization and evaluation. The objective was to identify the needs of the target organization for the reporting channel and to guide the organization towards a successful implementation of the reporting channel. The research methods included both survey research and thematic interviews, aiming to comprehensively clarify the organization's needs and expectations regarding the reporting channel. Special attention was paid to the ethics and reliability of the research process to ensure the validity and usability of the results. Based on the research findings, the reporting channel was implemented in the target organization, accompanied by appropriate communication and training.

The results of the thesis provide valuable information for organizations considering or planning to implement a whistleblower channel in their own operations. The aim of the study is to promote understanding of the process of implementing a whistleblower reporting channel and the factors to be considered therein.
