Tiivistelmä
This thesis aimed to evaluate whether the current Occupational Health and Safety Management System (OHSMS) of a public construction utility of City of Helsinki, Stara, meets the minimum requirements of the ISO 45001 standard and to identify areas for improvement. Stara has been initially established as a construction office and has undergone significant changes over time. While the organization adheres to Finnish legislation and City of Helsinki guidelines for occupational health and safety, its management systems compatibility with ISO 45001 standard has not been previously evaluated, which offers a structured framework that’s recognized globally for managing safety effectively. The framework of this study encompasses key areas such as occupational health and safety, management systems, occupational accidents, injuries, and diseases, along with OHSMS indicators. It integrates global, national, and organizational statistics to provide comprehensive analysis.

The thesis applied document analysis to evaluate an organization’s occupational health and safety management system documented information as well as the standard. An assessment tool was created and used for the evaluation and the results reveal that from 12 criteria the organization fulfilled fully 5 criteria, partly 5 criteria and 2 criteria were not fulfilled. To meet the minimum requirements of the standard the organization should consolidate and standardize documentation, enhance risk management documentation, improve communication documentation, establish internal audit program, and conduct and document regular management reviews.

It is recommended that the organization focuses attention on the operational level of the occupational health and safety management system besides improving the documented information. Long-term sick leaves and accident frequency are rising, indicating the need for operational improvements in the occupational health and safety management system.
