Tiivistelmä
The objective of this thesis was to identify possible deficiencies and overlaps in the distribution of contingency planning liability within pre-hospital emergency medical services (EMS) in the Western Uusimaa region. The organizational structure surrounding the subject is complex, and the purpose of the thesis was to provide stakeholders with an overview of liability distribution, offering a foundation for future development and ultimately enhancing contingency planning in these services. This thesis was conducted as a working-life collaboration between the author, HUS-Group, and the Länsi-Uusimaa Rescue Department.

The theoretical framework developed for this study integrates contingency planning with end user wellbeing, framed within the context of the EMS structure and the 2023 Finnish social, health, and rescue services reform.

The research employed document analysis as its method. The selected documents included legislation, contracts, contingency plans, and other relevant materials. The analysis was conducted using the textual content analysis method. The results revealed significant differences in the definition of contingency across the documents, as well as multiple deficiencies related to inadequate definitions of contingency levels. The results were presented to the working-life partners, who provided positive feedback and acknowledged that the findings offer a foundation for making necessary revisions to several related documents.

The subject of contingency planning, particularly regarding liability distribution and contractbased contingencies, demands a high degree of timeliness. Given Finland's rapidly evolving healthcare landscape, characterized by ongoing reforms and developments, there is a clear need for continuous updates to contingency planning and the documents regulating liability distribution. While the findings of this thesis align with the recognized importance of contingency planning and the need for reform highlighted in previous research, it is important to note that due to the timeliness of the subject, these results may become outdated by the time of publication, as further changes in the healthcare system are expected.

It is recommended that current contingency plans be regularly evaluated, both in terms of their contents and liabilities, to ensure they remain aligned with the changing organizational landscape of healthcare in Finland. Further research into the connection between contingency planning and organizational structure is also recommended.
